Duties
The Deputy Program Manager Network Operations:
- Oversees the management, maintenance, and sustainment of NASA's communications networks to ensure continuity of operations and mission readiness and leads cross-center projects and maintains adherence to budgetary and scheduling constraints while delivering new operational capabilities.
- Provides high-level planning and guidance to NASA's leadership on network infrastructure enhancements, systems upgrades, and transition to commercial services and developing innovative strategies to optimize the operational and mission capabilities of NASA's networks.
- Develops and executes network operations policies, procedures, and best practices to ensure compliance with federal regulations, security protocols, and government standards.
- Contributes to the implementation of U.S. National Space Policy by leveraging commercial services to support NASA missions.
- Responds to inquiries from the Office of Management and Budget and prepares detailed justifications for funding approval as well as addressing congressional inquiries; and provides comprehensive reports and briefings on network operations, budgets, performance metrics, and anticipated outcomes.
- Manages and executes government-to-government agreements in collaboration with the Department of State and addressing communication gaps and ensure the stability of overseas operations.
- Directs response efforts to network incidents, outages, and vulnerabilities, coordinating with center management to restore services and mitigate risks to essential functions.
- Develops strategies to address workforce challenges, succession planning, and skill enhancement to meet future operational needs domestically and internationally.
- Collaborates with government agencies, international partners, and commercial entities to address current and future communication needs.

- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1- Demonstrated leadership in mission-critical network operations to include experience leading diverse technical teams in the planning, implementation, and maintenance of communication infrastructures in a complex operational environment, to include managing risk, allocating resources effectively, and maintaining network service delivery under time-sensitive and high-stakes conditions.
MTQ 2- Demonstrated experience in strategic planning and stakeholder collaboration to include a track record of developing and executing long-term strategies for communication network modernization, aligning with organizational goals and emerging technologies, building partnerships and fostering collaboration among internal stakeholders, federal agencies, and private sector organizations to advance mission objectives.
