Job description
Duties
- Plan and implement NASA Langley Research Center’s Early Career Cohort program, including posting vacancy announcements, advertising for and hiring participants, and managing all aspects of the program.
- Promote the Early Career Cohort program to NASA Langley supervisors to raise awareness of the program and generate interest in hosting Early Career Cohort participants in their organizations.
- Place Early Career Cohort participants into host organizations to benefit the host organizations and the participants. Encourage participants to exercise current skills, learn new skills, and develop lasting relationships with the host organizations.
- Provide supervision over the Early Career Cohort participants including generating performance plans, conducting performance reviews, assigning appropriate training, and creating a helpful and inclusive work environment.
- Plan and implement NASA Langley Research Center’s formal Technician Apprentice Program, a program that includes classroom training, skillset verification, on-the-job training, and mentor training that align with apprentices’ needs.
- Track apprentice hours worked, training completions, and other requirements to ensure compliance with Department of Labor standards for apprentice program graduation.
- Lead other learning and development programs of a technical and/or nontechnical nature. Develop plans and proposals for improvement and ensure compliance with certification requirements
- Lead teams to plan, hire, and develop the Center’s technician apprentice workforce in conjunction with a Technical Advisory Board. Develop policies and procedures to execute guidance from the Center Technician Advisory Board.
- Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Overseeing or planning training programs for an organization (e.g., defining goals and objectives, creating actionable task plans, or evaluating performance in technical work areas);
- Collaborating with center and agency-wide stakeholders to identify and resolve management issues or challenges;
- Coordinating management functions (e.g., strategic planning, project execution, operations, administrative, staffing, or communications) to achieve mission objectives.

If you are a current federal employee, you must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
