Export Control Specialist /Lead

ispace is looking for a Export Control Specialist / Lead to join our growing team. The tasks include security trade control, export Control, economic security, security trade compliance, transaction screening, classification, end-use check end-user check.

As the Secretariat of Security Trade Control, the following duties are performed for the purpose of internal control, development, strengthening and improvement of systems, and skill development.

安全保障貿易管理の事務局とした、社内の管理、体制整備・強化・改善

・Security trade control operations required by the Foreign Exchange and Foreign Trade Act(FEFTA) and U.S. export control regulations (EAR, ITAR) （Many situations where English is used）

・Transaction screening (classification of items, end-user, end-use, etc.)

・Correspondence with trade control regulatory authorities (METI, BIS, etc.) and related organizations such as CISTEC.

・Advice and guidance to security trade control related divisions

・Liaison with security trade control divisions of overseas subsidiaries　

・Provide training

・Respond to and confirm compliance with amendments to the FEFTA, EAR and ITAR.　

・Conduct internal audits

・外為法等および米国法規制の求める、安全保障貿易管理の業務全般(英語を使用するシーン多数)

・取引審査（該非判定、需要者、用途確認等）

・貿易管理規制当局（経済産業省,米国BIS等）またはCISTEC等関係団体向け対応

・安全保障貿易管理関係部門への助言、指導

・海外現地法人の安全保障貿易管理部門との連携　

・教育研修の実施

・外為法等、米国輸出管理規則（EAR),武器輸出取引規則 (ITAR）をはじめとする国内外の改正への対応、遵守の確認　

・内部監査の実施

■Knowledge, willingness to learn new rules and interest in security trade operations (FEFTA, EAR and ITAR)

■Expertise in security trade control

■Experience in security trade related operations in a business enterprise (experience in space, heavy industry, aircraft, automotive is a plus)

■IT system skills for effective control

■Communication ability in English

■安全保障貿易業務（外為法等、EAR、ITAR）に関する知識、新しい規則等を学ぶ意欲、興味をお持ちの方

■安全保障貿易管理に関する専門性

■事業会社における安全保障貿易関連業務の経験(宇宙、重工業、航空機、自動車での経験があればなおよし)がある方

■濃淡管理のためのITシステムスキル

■英語でのコミュニケーション能力

■CISTEC's STC Examination qualification holders (STC Advanced / STC Legal Expert, STC Expert)

■Experience in economic security-related work beyond legal compliance

■CISTECの輸出管理実務能力認定試験の資格保有者(STC Advanced、STC Legal Expert（安全保障貿易管理士（法令）)、 STC Expert（安全保障貿易管理士（総合）)

■法令遵守を超えた、経済安全保障に関わる業務の経験
