As a Manager Subcontracts - Manager Level 1 at Tactical Space Systems Division, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

The position may be in one of the following locations:

• Dulles, VA
• Gilbert, AZ
• Virtual/remote telecommuter

The selected candidate will be a working manager and responsible for Subcontract Management in the Radio Frequency (RF), Command and Data Handling (C&DH) and Guidance Navigation Control (GNC) categories.

As a member of our Global Supply Chain Management team this position plays a critical role in managing a team of 3-5 subcontracts administrators that are responsible for establishing, maintaining, and monitoring supplier agreements of various levels of risk and complexity, while maintaining their own workload. 

In this job, your responsibilities include:

• Team Management: Manage team assignments/workloads, manage staffing levels, performance reviews, recruiting and lead continuous improvement efforts.
• Compliance Review: Perform management reviews on subcontracts ensuring compliance to applicable FAR/DFARs and NG policies and procedures. Support auditing processes. 
• Subcontract Execution: Review Purchase Requisitions for completeness, prepare Request for Quotation (RFQ)/Request for Proposal (RFP), evaluate suppliers' quotes/proposals for compliance with RFQ/RFP and negotiate and award subcontracts to suppliers and document the subcontract folders in accordance with the local procurement policies and procedures, including long term agreements.
• Category Management: Work with leadership to define strategies and alignment in support of Category Management.
• Work and support cross functional program teams including, but not limited to, Supplier Performance, Supply Chain Program Management, Contracts, Engineering, Finance and Planning.

Basic Qualifications:

• Bachelor’s degree
• 6+ years of relevant experience (Master’s degree with 4+ years) in procurement, buyer, or supply chain
• 1+ years of lead or supervisory experience
• Knowledge of the government acquisition process with a strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements, such as Defense Federal Acquisition Regulations (DFARS), NASA (NFS).
• Solid understanding of general procurement, manufacturing, and subcontract execution workflows

Preferred Qualifications:

• Aerospace and defense experience
• Experience with Deltek Costpoint.
• Previous leadership experience
• Previous experience managing large subcontracts from cradle to grave
• Previous experience negotiating various contract types and terms and conditions

Salary Range: $101,900.00 - $177,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
