Northrop Grumman Strategic Space Systems Division (SSSD) is hiring a Budget and Rates Manager 3. This manager will partner with key executive stakeholders; own, analyze, and present rate and budget data to inform Division decisions; and provide direction to a team of managers and analysts. In this capacity, the manager will be responsible for team goal setting, career development, as well as performance coaching and training, where needed. Key SSSD Leadership stakeholders include the VP Engineering, Division Controller, and Leaders across the business units and functions.
Responsibilities include, but are not limited to:
- Lead SSSD resource budget management; from budget development, through maintenance and forecasting, to reporting out to senior leadership.
- Develop, forecast, manage and report on SSSD direct functional management allocations.
- Provide functional support to Engineering VP for resource management, strategic priorities, AOP/LRSP and all business management activities.
- Work with engineering technical management in developing and executing annual plans and prioritizations of commitments & expenditures
- Drive strong financial performance against indirect expense, direct functional management allocations, NCTA and capital budgets.
- Guide and perform ad-hoc analysis pertaining to forecasted changes in business performance, cost, and headcount.
- Provide audit support for SOX, Forward Pricing, Estimating System, and Accounting System audits.
- Ensure compliance with the CAS Segment disclosure statement, NG policies and procedures, and SOC controls; educate peers, direct reports, and leaders, as needed
- Support Sector and ISM Rate Segment Forward Pricing and Billing rate updates.
- Support ERP system and tools updates to ensure cost structure is in line with the Disclosure Statement and supports rate calculations.
- Provide accounting-related support for allocations, and quarterly and annual accounting journal entries.
Basic Qualifications:
- Bachelor’s degree in a relevant field of study (e.g. Business Management, Business Administration, Accounting, Finance, or Economics), with 8+ total years of professional experience to include finance, accounting, or program control, and people management experience – OR – master’s degree with 6+ total years of professional to include finance, accounting, or program control, and people management experience.
- Strong understanding of Government Cost Accounting Standards (CAS) and the Federal Acquisitions Regulations (FAR).
- NG Financial Planning System or Rates & Budget System Experience (or equivalent at another company).
- Highly proficient in Microsoft Office.
Preferred Qualifications:
- Prior work with Government/Aerospace Industry strongly preferred.
- Demonstrated facilitation / team leadership skills.
- Resource management experience.
- SAP/S4 experience.

Salary Range: $154,600.00 - $231,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
