Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Implements all phases of chemical inventory and emergency reporting including the screening of chemical purchases. Conducts assessments, audits, and spot checks of chemical inventories.
Responsible for rulemaking and regulation, which involves developing, reviewing, and/or implementing legislative proposals, regulations, standards, policies, and operating guidance.
Serves as an Environmental Protection Specialist (EPS) assisting with responsibility of developing work scopes, tracking budgets, and successfully accomplishing routine tasks.
Assists in areas of environmental planning, compliance processes and procedures, and pollution prevention opportunities.
Assists in the preparation of compliance training for a hazardous materials and hazardous waste.
Assists and prepares compliance reports, data calls, regulatory reviews and analyze and manage environmental information and related data.
Evaluates activities/projects and integrates environmental considerations into the decision-making processes to protect and restore environmental resources and to ensure environmental compliance.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:

Assisting in the management of hazardous materials, to include maintaining a chemical database, chemical processing, chemical reviews, reviewing chemical usage and associated processes, conducting, and/or facilitating audits/assessments of chemical crib operations;
Conducting, facilitating, and/or assisting in regulatory inspections, audits, and/or assessments, to include local county regulators and the California Unified Program Agency (CUPA);
Preparing regulatory reports, including California Business Plans and Toxic Release Inventory (TRI) Reports; Understanding and/or tracking of Toxic Substances Control Act (TSCA) substances and their related processes.

OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
