Northrop Grumman, Space Systems – Propulsion Systems is currently seeking a Program Manager 2 for our Hypersonics rocket motor program team supporting several locations, with home location being the Promontory, UT facility.

Role description & Responsibilities:

The Program Manager position will lead program execution of an ongoing high-priority and fast-paced hypersonic rocket motor development program, including the delivery of all contractual requirements at target cost and on schedule, planning and executing all aspects of the program with responsibility for successfully achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  This program is currently transitioning from development and qualification to full rate production.  The individual will lead a cross-functional organization aligned to common program performance goals.

Job Duties:  
 

The Program Manager will be responsible for managing cost, schedule, and technical performance of this program and key subsystems which includes:

  • Plan and execute all aspects of the fast-paced rocket motor development program with responsibility for successfully managing technical, financial, contractual and schedule aspects.  

  • Work closely and collaboratively with customers to define and negotiate requirements and be their primary contact for program status and performance.

  • Anticipate and fulfill customer needs to ensure their satisfaction and continued business. 

  • Lead execution of the program business management plan to manage, measure, and report program cost and schedule performance, and lead the discussion in regular leadership and customer business management reviews.  

  • Develop and maintain the program financial forecast for leadership.

  • Lead a cross functional team of associates and teams with a wide range of skill sets, ensuring roles and responsibilities of team members are well understood and executed.

  • Provide overall leadership to program team and drive technical and schedule performance compliance.

  • Manage subcontractor actions and performance. 

  • Drive technical excellence by setting program standards, working closely with the technical and production teams, balancing risk, and delivering performance.

  • Lead teams to identify program risks and execute risk management and mitigation plans.

  • Assist in negotiating contracts, contract changes, contract pricing, terms and resolution of contract issues in partnership with the customer.

  • Capture new business and contribute to defining strategy for future business.

  • Manage a variety of bid and proposal efforts. Participate in business strategy sessions.

  • Ensure program-wide focus on safety, reliability, cost and schedule, and adequacy of systems, procedures, and people for long term success.

  • Manage Government/customer supplied property or information (GFE, CFE, etc)

Experience Requirements:  

  • 8 years of experience working in a manufacturing environment including 3 years of experience leading multiple discipline teams.

  • A working knowledge of solid rocket design, fabrication, and testing methods 

  • Project management using earned value measurement system principles

  • Demonstrated positive experience communicating with leadership, coaching and building effective teams

Education/Certifications

Bachelor of Science degree in STEM discipline, preferably engineering.  A non-technical degree may be considered if applicant has applicable work experience.

Preferred Qualifications:

  • Two years of Program Management experience preferably in aerospace manufacturing or product development

  • Ability to use excellent decision making and risk management skills to create profit and meet schedule

  • Action oriented; driven by measurable results

  • Excellent external and internal communication and presentation skills.

  • Demonstrated strong ability to work in a challenging environment with competing priorities in a positive manner

  • Ability to maintain positive external customer relations and lead internal functional teams through fast-pace product development and hardware deliveries 

  • Experience with growing existing business and/or new business with current customers

Skills & Qualifications: 

  • Familiarity with rocket motor production and qualification principles

  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees, management, executive leadership, and customer partners

  • Applied business management practices demonstrating budgetary controls for integrated cost, schedule, risk management, and financial forecasting systems
    Management and measurement of project performance based on an Integrated Master Schedule (IMS) 

Position will require the ability to obtain a secret clearance.

Salary Range: $135,100.00 - $202,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
