Job description

Duties

Generates or reviews risk analyses; safety, mishap, and contingency plans, as well as Expectation of Casualty Analysis in support of Ames Unmanned Aircraft Systems (UAS) and Small Unmanned Aircraft (sUA) flight projects.
Provides analyses to the RSR, the Lead RSO, Airworthiness and Flight Safety Review Board (AFSRB), and Flight Readiness Review Board (FRRB) for review and approval. Develops methodologies, work instructions, and training materials.
Generates or reviews Unmanned Aircraft Systems (UAS) hazard analyses. Identifies flight hazards and controls to mitigate flight hazards in aerospace or aeronautical vehicle tests or operations, and verifies the mitigations.
Conducts conceptual definition studies and complex detailed analysis to establish preliminary designs and alternatives for a variety of advanced systems on proposed new projects for which no precedents are available.
Performs theoretical, aerodynamic studies to evaluate various factors (performance, stability, trajectory, etc.) that affect flight safety. Performs Expectation of Casualty Analysis of the public and protected area impact probability studies.
Calculates flight safety limits for guided and unguided launch vehicles. Identifies alternative approaches to develop the most effective solutions. Analyzes post-flight data to determine violations of limits or variations in predicted performance.
Integrates various study and analysis results into comprehensive technical briefings and reports to review panels and senior management to ensure that the risks for the mission are understood.
Provides technical advice in flight systems safety both within and outside the organization. Serves as a member of internal and external working groups, review panels, and failure investigation boards as required.
Maintain and submit to the Ames Range Safety Representative (RSR) for review and approval revisions and updates of the Range Safety Personnel Training Plan QS-TR-2240, and the Range Safety Risk Management Plan QS-TR-2316.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

Identifying flight hazards, determining the appropriate controls to mitigate the hazards, and verifying/validating the implementation of the mitigations in aerospace or aeronautical vehicle testing or operations;
Calculating flight safety limits for guided or unguided Unmanned Aircraft Systems (UAS), identifying alternative approaches to develop the most effective solutions and/or analyzing post-flight data to determine violations of limits or variations in predicted performance;
Coordinating, monitoring, maintaining surveillance over, or performing duties concerned with the engineering systems safety for space or aeronautical program.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
