Duties

  • Provide authoritative advice and guidance on analysis, processes, and resolution of significant financial management issues. Ensure statutory and administrative provisions governing the expenditure and stewardship of government funds are followed.
  • Maintain thorough knowledge of governmental accounting practices and procedures and internal controls including guidance/directives from the Office of Management and Budget, Government Accountability Office, Treasury, and Appropriation Law.
  • Lead financial operations for all reimbursable funding at the Center to include Federal, non-federal, and commercial entities in accordance with prescribed, published, and recognized policies, guidelines, and directives.
  • Interpret and implement financial directives from NASA Headquarters and external control agencies. Actively support audit requests for information by ensuring the availability of resources and effectively interfacing with audit teams.
  • Ensure the development and implementation of Center and Agency integrated financial management systems. Lead the review of reconciliations and reports to ensure accuracy and timeliness.
  • Lead preparation of center reimbursable and Enhanced Use Lease budget, execute all center agreements to include Enhanced Use Lease, Reimbursable Space Act, Non-Reimbursable and Commercial Space Launch Agreements.

Qualifications

In addition to the Basic Education Requirement(in the Education section below), to qualify for this position you must meet the requirements below.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Developing and/or executing comprehensive financial policies/controls and providing guidance to senior leaders on Agency financial accounting programs;
  • Writing reports or making presentations that reflect findings and recommendations and working with external stakeholders/customers to address financial management problems and issues;
  • Performing financial and accounting functions (i.e., financial analysis, general ledger, SAP applications) utilizing knowledge of governmental accounting practices, procedures, and polices such as those established by the Government Accountability Office (GAO), Office of Management and Budget (OMB), Department of Treasury, and the Agency.

Education

Basic Education Requirement

A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

  1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
