Job description
Duties
- Provide technical support to the Agency's Emergency Management Officer for planning and developing corrective action programs for federal, state and local emergency management systems across the NASA comprehensive emergency preparedness life cycle.
- Provide technical expertise and consulting on the emergency management program, with the NASA Emergency Management Officer and higher level officials in the Office of Protective Services.
- Evaluate the operational achievements of program goals and objectives throughout NASA Headquarters and Centers.
- Evaluate threats against Agency mission readiness, continuity. critical infrastructure and key assets through inquiries which includes conducting interviews, information analysis (classified and open-source), and inter-agency assignments.
- Serve as the point-of-contact during duty and non-duty hours for all aspects of emergency operations activities, including receiving request/mission assignments from NASA and other agencies and initiates appropriate and necessary actions.
- Communicate emergency management/response issues to program areas, participate and lead technical work groups, and provide information and assistance to NASA employees who perform work in support of the emergency management/response programs.
- Identify program deficiencies and produce evaluation reports that accurately reflect thorough and concise assessments of strengths and weaknesses of Headquarters and Center emergency management plans, policies, systems, and procedures.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Developing preparedness and operational plans including all aspects of activities associated with emergency preparedness and national compliance;
- Developing, executing, and reviewing exercises that are intended to validate and demonstrate the adequacy of emergency plans and operations and related policies and procedures;
- Identifying, categorizing, and developing assessment approaches used to identify risks and mitigate weaknesses.
