Job description
Duties
- Serve as primary contact, interface and Ames Center Agreement Manager to provide expert advice, development and coordination of various Space Act and Other Transactional Authority agreements for internal and external customers.
- Work with Partnership initiators and the Office of Chief Counsel and other members of the Partnership Review and Evaluation (PRE) community in the definition, description, submission, and establishment of all types of partnerships for the Ames.
- Research, investigate, evaluate and manage new business opportunities/outreach/new initiatives and practices for application to NASA program and mission execution with the goal of developing business with potential partners/future tenants.
- Participate in the analysis and development of agency-wide projects and programs, such as directing the marketing analysis of agency-wide program needs and requirements and identifying new policy or business.
- Manage the development of partnership agreements and documents; and executes partnership agreements in compliance with applicable Agency rules, regulations, and agreements and/or under other specific partnering authorities.
- Perform planning, agreement development, and all partnership coordination activities taking into account feasibility, costs, and implementation factors; participate in assessments to ensure viability of potential partners.
- Gather, interpret, and analyze information on a wide range of business, real estate, and property management topics and recommend innovative business solutions to meet NASA missions and goals.
- Conduct special studies and analysis of marked importance that significantly impact overall quality of NASA business and partnership development activities; review approaches and evaluate study results for conclusions affecting NASA strategic goals.

Qualifications
To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Making recommendations for new business development activities that are consistent with NASA competencies and strategic goals;
- Participating in the development and interpretation of policies, processes and procedures relevant to partnership development activities;
- Applying knowledge of agency program goals and objectives to asses key program events and milestones, and suggesting or defining methods to evaluate program achievements;
- Participating in agency programs and key administrative support functions, including assessing the impact of new or updated legislation and regulations on current and future programs, and translating legislation into actionable program goals, services, and/or strategies.
