Job description

Duties

Manage the aviation safety program and Safety Management System for a large aircraft operation (20 aircraft of 13 different types).
Advise Center leadership on aviation safety matters and regularly consult with Federal Agency leaders. Schedule/conduct aviation safety meetings and training for the organization. Author and maintain flight safety manual and mishap response plans.
Serve as a required member of an Airworthiness and Flight Safety Review Board reviewing and approving the certification of aircraft under Public Use statutes.
Serve as the Center representative to NASA Headquarters in the development and implementation of Agency-wide aviation safety policy. Represent the Center at Federal Agency-level Aviation Safety meetings.
Pilot various transport, fighter and/or utility category aircraft used in research, development, and test programs (e.g., B-777, G-3, G-IV, G-V, ER-2, T-34, TG-14, F-18, F-15, BE-200 and/or various uninhabited or remotely piloted vehicles.)
Pilot-in-command for airborne research missions with occasional extended domestic or overseas deployments requiring intense preparation and coordination with multiple aircraft, often in hazardous conditions such as high altitude or severe weather.
Participate in the development, design, testing, evaluation, and reporting on new aircraft concepts and new advanced aircraft systems.

Position subject to pre-employment background security investigation.
Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

At the time of initial appointment, you must possess a current FAA first class medical certificate or a military pilot flight physical; or you must obtain a NASA flight medical certification.
This position requires the incumbent have the following current License and/or Certification: FAA Commercial Pilot Certificate.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

1. Certificate and Rating: A current Federal Aviation Administration commercial pilot's license with an instrument rating or a pilot and instrument rating from the armed services.

2. Flight Hours:

1,500 hours of pilot-in-command (or first pilot) flight time that included at least 500 hours in jet aircraft having at least 3,000 pounds of thrust per engine.

3. Specialized experience:

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

Leading, coordinating, and overseeing an Aviation Safety Program for a large, diverse aircraft operation to include planning and executing periodic unit safety meetings, authoring, and implementing aviation safety policy, developing annual safety plans and metrics, and advising senior leadership on all matters of aviation flight and ground safety.
Analyzing and evaluating technical requirements, engineering designs, and operational plans to determine airworthiness of experimental or other highly modified aerial vehicles and making recommendations for certification, primarily from an aviation safety perspective.
Piloting high performance aircraft and with knowledge and skill in aerospace engineering and aircraft operations, especially high performance, and extended envelope fixed-wing and/or rotary-wing experimental aircraft operated in various conditions from diverse locations.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
