Position Overview:

We are looking for an exceptional and experienced Contracts Manager to join us in our Herndon, VA facility. In this position, you will be responsible for performing full life-cycle contract management for a portfolio of high value contracts. In addition, you'll have the opportunity to grow and hone your skills with other talented members at ARKA.

As a Contracts Manager, your responsibilities would include:

  • Contract lifecycle management pursuit, bids, proposals, negotiations, award, execution and closeout
  • Reviewing, analyzing and conducting risk assessments of contract terms and conditions and developing negotiation plans
  • Leading contract negotiations
  • Reviewing and negotiating non-disclosure agreements, proprietary information agreements, and other business agreements
  • Directly interfacing and coordinating with U.S. Government Contracting Officers, prime contractor procurement representatives, and other customer personnel to establish and maintain business relationships, facilitate discussions, engage in negotiations, serve as a liaison, etc.
  • Assessing and advising company personnel the FAR, DFARS, and other agency supplements and commercial contract terms and conditions
  • Providing contract advice to and working with various functional areas (Legal, Business Development, Program Management, Engineering, Finance, Supply Chain etc.).
  • Identifying, reviewing and addressing contract formation, interpretation and administration issues
  • Working with the International Trade Compliance Department, and others, to ensure compliance with applicable import/export laws and regulations
  • Supporting contract data input/entry into SAP
  • Supporting internal and external audits

    Basic Qualifications:

    • Minimum of 5 years relevant experience
    • Working knowledge of all phases of contracting lifecycle – pursuit, bids, proposals, negotiations, award, execution, and closeout
    • Knowledge of FAR, DFARS, etc. 
    • Experience with identifying, reviewing, and addressing contract formation, interpretation and administration issues
    • Experience with/working knowledge of fixed price, cost reimbursable, time and materials contracts
    • Experience negotiating U.S. Government contracts and subcontracts, commercial contracts, and other agreements
    • Proficiency in Microsoft Office products as well as business systems (e.g., SAP)
    • Possess excellent verbal and written skills to communicate effectively with various functional groups at all levels, both internal and external
    • Ability to obtain and maintain a U.S. Government security clearance
    • BS or BA in an applicable field (business, legal, etc.) is required

    Preferred Qualifications:

    • Experience working both directly with the U.S. Government acquisition organizations and major aerospace prime contractors
    • Have a working knowledge of DPAS and import/export regulations
    • NCMA Certification

    Pay Range:

    Your actual level and base salary will be determined on a case-by-case basis and may vary based on the following considerations: job-related knowledge and skills, education, and experience.

    Location:

    This position is located onsite at our facility in Herndon, Virginia. Herndon offers a charming blend of small-town ambiance and modern conveniences.     This job operates in a professional office environment. While performing the duties of this job, the employee routinely is required to use hands to keyboard, communicate, listen to, and interpret instructions and remain stationary for extended periods of the time. This would require the ability to move around the campus and occasionally move/lift items weighing up to 25 lbs.
