Job description
Duties
- Identifies strategic objectives for the organization; obtains required resources; defines jobs, selects employees, assigns work, and defines technical work requirements and milestones.
- Leads, determines, and analyzes work requirements within the Branch. Assigns work based on capabilities and experience of individual employees.
- Oversees the planning and execution of manufacturing and production of flight hardware, ground support equipment, assemblies, and components.
- Serves as an advisor to manufacturers, engineers, management, related organizations, or contractor personnel, giving authoritative advice relative to design, fabrication, and testing.
- Serves as a lead engineering technician, delegating work to team members based on their skills, while providing expert guidance, mentorship, spot checks, and advice to them, serving as both a role model and advocate for the team.
- Communicates with branch leadership and research teams to establish priorities and plans to ensure mission success.
- Works directly with aerospace engineers and scientists in the design, development, and manufacture of complex projects, such as prototype research flight articles developmental instrumentation, aerospace models and related equipment.
- Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level in the Federal service:
- Leading or managing a team of engineer technicians responsible for the fabrication of aerospace and facility hardware;
- Providing oversight and guidance for clear and defensible program/project/functional budgets (e.g., plans, drawings, etc.) within in a competitive research and development manufacturing environment following the Agency's guidelines;
- Overseeing or leading technicians on the proper use of Numerically Controlled (N/C) manufacturing equipment.

To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
