Description

Programme Controller in the Navigation Programme Management Support Office, Directorate of Navigation.

You will report to the Head of the Galileo and EGNOS Project Management Support Office and will be responsible for consolidating, maintaining and reporting on the Galileo and EGNOS Evolution  Division’s activities plan while optimising resources and supporting decision making regarding programmatic, resource deployment and business management processes.

Duties

Your tasks and responsibilities will include the following:

 

  • Preparing, developing and maintaining overall programmatic aspects in support of the programme manager. The programmatic aspects include the work breakdown structure, cost, finance, schedule, logistics, configuration, documentation, progress control and industrial statistics, as well as general programme administration;
  • Interfacing with industry on all programmatic matters;
  • Assisting in the preparation of tender documents with respect to cost, management and schedule/planning/risk requirements and participating in the evaluation of proposals; preparing the information required for subsequent contract negotiations and participating in all tasks related to the placing of contracts, including negotiations with industry; and supporting contract closure;
  • Monitoring the activity schedule and progress with respect to plans through the review of progress reports, participation in meetings and the follow-up of the contract action item registry;
  • Supporting the organisation of project reviews and participating in the reviews falling under your area of responsibility ;
  • Contributing to the preparation of management reports covering schedule, risks, financial status and forecasts, industrial return, technical progress and deployment of resources;
  • Contributing to risk management functions through the identification of risks, the analysis of their impact and probability, the proposal of appropriate mitigation actions and reporting;
  • Contributing to the maintenance of the programme schedule;
  • Creating and maintaining the cost-at-completion as well as the closure exercise for the end of the financial year;
  • Supporting the collection of evidence for audits (cost, schedule and programmatic items);
  • Controlling the costs of industrial activities through the follow-up of financial plans, commitments and payments to industry;
  • Assisting in the definition and implementation of planning and control procedures and tools to provide visibility on all activities related to the project;
  • Supporting the configuration management function to establish and maintain the project’s technical and programmatic baselines;
  • Coordinating the closure of the programme(s) as needed.

Technical competencies

Experience in or knowledge of project management, particularly scheduling and risk management aspects
Technical knowledge of or experience in project cost control
Strong business analysis and reporting skills
Understanding of the relevant ESA and EU procurement regulations
Some knowledge and/or understanding of financial regulatory frameworks, financial accounting, auditing techniques and space system architectures

Education

A master's degree in engineering is required for this post.

Additional requirements

  • Previous industrial experience would be considered a key asset for this post
  • Coordination experience would be considered an asset.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible for security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
