Job description
Duties
- Oversee the execution of manufacturing and production of test requirements for vehicle flight systems, test articles, assemblies, and components.
- Coordinate and schedule high-level meetings and briefings, maintain and, as necessary, develop selected reports to assist senior level staff with the management of tasks and projects.
- Participate in basic concept and feasibility studies, and designs, develops and tests new or modified equipment prior to release for production to ensure reliability and safety of the equipment.
- Perform advisory services in the specialty area to those who design, test, produce, supply, operate, repair, and dispose of test articles and equipment.
- Determine or recommend the requirements for the appropriate (spare) parts, tools, and operating instructions to support equipment during fabrication or tests.
- Advise in developing production procedures and techniques where intensive knowledge of the equipment is required.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level in the Federal service:
- Leading or providing support in the completion of daily tasks within machine shop operations to include: programming and operation of multi-axis, computer numerical control (CNC) metal fabrication machines, or producing aerospace components and test articles;
- Supporting the execution of projects related to at least one of the following: facilities, equipment, lifting and rigging of large test articles, metal fabrication, airframe modification and repair, machining or installing instruments;
- Communicating with various audiences (e.g. researchers, technicians, senior leaders, internal or external customers) to provide guidance, status updates, or assistance.

Additional information
You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.)
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
