Duties

The Deputy Manager Human Exploration Development and Operations Office:

  • Manages assigned programs, projects, and activities in support of NASA's human exploration objectives such as the development and formulation of habitation systems, support to the Gateway Program and Orion Project, engineering support to NASA's commercial human space flight endeavors and development of new cislunar systems. This includes managing Marshall Space Flight Center (MSFC) exploration tasks in support of other NASA Centers as well as maintaining executive and working level interfaces with human exploration customers.
  • Manages development, operations, integration, sustaining engineering, and maintenance of Life Support Systems (LSS) for the International Space Station (ISS) leading to a cislunar LSS capability. Provides strategic and tactical leadership in formulating planning and teaming with other NASA Centers to achieve the cislunar system LSS development.
  • Manages assigned programs, projects, and activities in support of NASA's utilization goals and objectives, such as ISS and Gateway Payload Facility development, operation, integration, and maintenance.
  • Manages development of mission operations for flight and ground systems; planning and preparation of mission operations; implementation of mission support systems; and conduct of ground and flight operations. This includes providing key programmatic leadership to the ISS Program through the MSFC ISS Operations Cost Account Manager as well as managing and sustaining the Payload Operations and Integration capability within MSFC.
  • Formulates new projects, concepts, and work plans to advance NASA's utilization goals for low earth orbit, cislunar space, and beyond.
  • Develops, implements, and maintains strategic external partnerships consistent with the Agency's vision and MSFC's mission. These opportunities include commercial, other government agencies, academia, and international partners.
  • Maintains executive-level interfaces with external customers and formulates, structures, and manages projects and tasks as needed to deliver products to partners.
  • Partners with internal entities to identify opportunities to support NASA's human exploration objectives and external partners.
  • As a recognized expert in the field of aerospace flight systems, serves as programmatic and technical advisor to the Center Director, other Agency officials, and senior managers across a wide spectrum of industrial and governmental institutions and international partners.
  • Represents the HEDO Office on Agency actions, special studies, governmental audits, independent assessments and reviews, and meeting other performance reporting requirements. Also serves as chair or member of various panels, participates in conferences and working groups, and serves on technical committees as assigned.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in leading and managing the execution of human spaceflight systems and/or aerospace flight systems, including the science and engineering activities of a multi-disciplined, highly sophisticated technical organization.

MTQ 2- Demonstrated experience in all phases of new project formulation, including the planning, budgeting, scheduling, engineering design, development, integration, and testing for new human exploration projects.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
