Northrop Grumman Space Systems is looking to fill a Manager, Programs Level 2 role to support the Payload and Ground Systems Division in the Remote Sensing Programs business unit. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a matrixed-functional organization aligned to common program performance goals.

This position will be in Baltimore (Linthicum), MD.

Program Managers are responsible for leading all phases of execution, from inception (proposal development) through completion (contract closeout) or re-compete. Primary responsibilities will include, but are not limited to:

  • Owning Cost-and-Schedule Deliverables for Program CCA and ECA Builds

  • Leading and Directing a Cross-Functional Integrated Program Team (IPT) of Program Managers, OPMs, and Manufacturing Personnel to meet Program Cost, Schedule and Technical Objectives

  • Facilitating Continuous Improvement, Cycle Time Reduction, Cost Reduction of CCA and ECA Builds

  • Expediting Solutions to Throughput and Cost Detractors

  • Developing and Adhering to Budget Baselines Utilizing Earned Value Management (EVM) on a Recurring Basis

  • Maintaining and Adhering to Executable Integrated Master Schedules (IMS)

  • Coordinating and Managing Recurring Subunit-Level Business Rhythm with OPM and PMO Teams

  • Executing ECA Test V&V Efforts to “Productionize” Test Efforts

  • Influencing Manufacturing PCAB Activities as they Correlate to Program Priorities

  • Coordinating Risk and Opportunity Execution for the Production Program

  • Ensuring a Robust Material-Order Strategy Through Program Completion & Ramp-Down

  • Strategizing Long-Term Production Improvements Which Enable New Opportunities on Existing and Follow-On Contracts

  • Developing and Delivering Presentations to Customers, Executive Management and other Program Stakeholders

  • Developing Customer Relationships and Cultivating Customer Intimacy to Further Opportunities within the Customer Community

  • Influencing, Reviewing, and Finalizing a Variety of Proposal and Contract Types (FFP, CPFF, etc...) for Follow-On Business Opportunities

  • Reporting Program Status in Internal Reporting Systems (i.e. IPRS)

  • Coordinating Contract Change Board Activities Internally and with the Customer, to Include Engineering Change Proposals (ECP)

  • Consistently Making Time to Seek and Incorporate Input from Customers and Understanding Their Expectations. Demonstrating Commitment and Energy to Meet Customer Needs (Internally and Externally).

Basic Qualifications:

  • Bachelor’s degree and 10 years’, or Master’s and 7 years’ experience supporting Government contracts and/or project management in other industries

  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager

  • Demonstrated success leading teams and/or organizations to achieve a common goal

  • Must have an active U.S. Government DoD Top Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access.

Preferred Qualifications:

  • Proven experience delivering unit level or higher products through Assembly, Integration and Test.

  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

  • The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • The ability to recognize and respond to customer needs to develop additional sales that support organizational objectives.

  • The ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.

  • Demonstrated expertise in Active RF technology development.

Salary Range: $145,000.00 - $217,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
