Job description
Duties
- Oversee the development of critical small business training and education programs for the NASA acquisition workforce and small business community.
- Ensure open lines of communication are maintained, establishing close working relationships with NASA acquisition senior leadership, business executives, and external stakeholders, i.e. (Congress, OMB, Industry), at all levels.
- Delegated technical authority on all small business and socio-economic guidelines, policies, regulations and legislation and will be responsible for planning and carrying out the policy, programming and outreach small business activities.
- Provide technical guidance to staff that includes functional solutions and various assigned work responsibilities.
- Lead in reviews, data analysis and reports on small business programmatic successes, challenges and designs mechanisms and formats to provide small business program information and highlights to all levels of management and stakeholders.
- Lead in the development and supports office budgetary planning, programming and execution as well as provides guidance on risk management and internal controls regarding office resources and IT systems.

Qualifications
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Performing industry research using data analytics resulting in recommendations to executive leaders for goal formulation and tracking performance;
- Overseeing process improvement, strategic planning, and change management techniques which may include advocating for and introducing new concepts,products, and innovations which enable systemic organizational solution implementation;
- Interpreting and developing laws, regulations, and policies pertaining to the Government's small and socioeconomic business programs.
