The Senior Director of Programs will lead our Active RF Programs Operating Unit that includes a portfolio of programs, captures, strategy and key IRAD efforts to support national space security. In this role you will be responsible for a portfolio of programs and lead a multidisciplinary team in development, assembly, and test of several payloads supporting multiple efforts, which are part of a decades long line of mission capabilities Northrop Grumman has been providing for one of most valued customers. As the operating unit director, you will be tasked with successful execution of the programs, be responsible for the growth of the portfolio as well as the continual alignment with larger strategic objectives both within Space Sector as well as with the larger NG organization. 

The Senior Director of Programs position is focused on program execution – melding program management, team leadership, the development of cutting-edge technologies, engineering execution and customer engagement through cost plus, award fee and fixed price contract types.  This role also requires strong strategic experience and capabilities to result in overall operating unit business growth.  This is a leadership position with executive interactions internally and externally, and the successful candidate must display consistent impeccable judgment and embody Northrop Grumman Value and Leadership behaviors. 

The successful candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels of customer and executive leadership and should be able to coordinate geographically dispersed teams. In addition, you will lead and contribute to all phases of program execution from capture and inception through completion and closeout.  This position will be based in Linthicum, Maryland.

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Leading and directing cross-functional Program and Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.

  • Measuring and reporting program performance

  • Identification, distribution, tracking, and completion of program requirements

  • Establishment and management of the program and subordinate baselines

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) for cost & schedule control methodologies, understand processes and tools.

  • Identifying, allocating and managing program resources, including workforce planning

  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community.

  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.

  • Understanding engineering design concepts, criteria, and engineering efforts and their influence in development, integration, and test.

  • Conducting thorough risk & opportunity management practices including identification, mitigation plans and realization of risks for the lifecycle of the program.

  • Identify issues quickly and come to problem resolution through a systematic, proactive approach.  Effectively communicate paths forward and promptly resolve conflicts.

  • Managing suppliers and subcontractors to meet program objectives.

  • Adherence to all internal processes, policies, and applicable industry standards

  • Ensuring program team understands and adheres to contract scope and manages change through control board activities. 

  • Development and adherence to master plans and schedules.

  • Delivering presentations to customers, executive management, and other program stakeholders.

  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.

  • Partner with business development and business management to maximize investments to develop growth opportunities.

  • Lead future proposal efforts.

  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

  • Collaboration with peer operating units for the overall success of the business unit and higher.

Basic Qualifications:

  • Bachelor’s Degree and a minimum of 10 years of Engineering Management, Functional Management, or Program Management. Or 8 years with a Master’s Degree.

  • Must have an active U.S. Government DoD Top Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access.

  • Demonstrated understanding of EVMS and Risk and Opportunity Management.

  • Demonstrated leadership skills and the ability to lead effectively in a team environment.

  • Demonstrated experience with New Business / Capture Management.

  • Understanding of technical, cost, schedule impacts on a program and be able to adjudicate at reviews, ECP signoffs, and assess the technical impacts.

Preferred Qualifications:

  • Master’s Degree in Engineering a similar technical field, or Business Administration.

  • 15 years of experience in program management for government or DOD customers.

  • Knowledge of space systems development best practices including production and delivery of space hardware.

  • Excellent interpersonal skills and a collaborative management style.

  • Excels at operating at a fast pace in a diverse technical and programmatic environment.

  • Demonstrated expertise in customer shaping and engagement strategies to establish customer intimacy and new customer relationships.

  • Demonstrated experience with New Business / Capture Management

  • Active PMI Project Management Professional (PMP) certification

Salary Range: $240,100.00 - $360,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
