Job Overview & Responsibilities

ULA is hiring a Government Affairs Specialist 3 to join our growing legislative affairs team in Washington, DC. This role is responsible for executing ULA lobbying efforts on Capitol Hill. to include direct interface with House and Senate elected officials, their professional and personal staffs, and may include members and staff of Defense Appropriations, Intelligence, and Defense Authorization committees. This role will be responsible for translating company strategic objectives into an actionable lobbying plan to positively influence legislators in support of the National Security Space Launch program and other company priorities. Additional responsibilities may include:

  • Analyze legislation, policy, and budget trends to support strategic planning and business development. - Research and create messaging products promoting company products, plans and business initiatives.
  • Facilitate ULA executive leadership (CEO, COO, CFO) engagements with members of the Legislative Branch and Executive Branch civil service, military, and government appointees.
  • Conduct workshops and coordinate supplier outreach activities to further leverage support for ULA products and programs.
  • Prepare and conduct meetings/presentations to senior legislative officials and their staffs.
  • Interpret legislation and budget proposals for their impact to ULA product lines and initiatives and assemble executive summaries for senior leadership. Provide briefings to ULA and member company leadership on legislative environment, schedule, budget status, funding of key programs, and competitor legislative activities.
  • Assess election results, House and Senate committee composition, and legislative allegiances for their impact on ULA and their susceptibility to influence. - Participate in third party (think tank, associations, professional trade groups…etc) engagements.
  • Provide assistance and coordination to the government relations company-wide focal on issues regarding the impact of government's activities.
  • Assemble briefings and read-ahead material for ULA and member company leadership on agency actions, regulatory decisions, and budget requests.
  • Analyze pending and/or proposed legislation/regulations (including amendments), routing information to subject matter experts for input and identifying the potential impact to the company to advise key decision-makers.
  • Support ULA executive leadership engagements.

Required Education

Bachelor

Required Years of Experience

Minimum of 4 years of related work experience

Basic Qualifications

  • Bachelors degree from an accredited college or university.
  • Experience with appropriations and the appropriation process, and/or the authorization process as it relates to defense.
  • Strong experience working and networking on Capital Hill.
  • Experience with a relevant Congressional office or Committee, Trade Association, and/or experience with the Executive Branch in a national security capacity is strongly preferred.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Strong verbal and written communication skills.
  • Excellent organizational and time management skills.
  • Able to obtain and maintain an active Top Secret clearance is required. US Citizenship is required.

Preferred Qualifications

  • Previous Congressional exposure.
  • Experience with trade associations and/or think tanks.
  • Has had experience with political or executive correspondence.
  • Understanding of ULA's product evolution.
  • Familiarity with the launch procurement process.
  • Self-motivated and a team player.
  • A current TS security clearance is preferred.
