Job description
Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Serve as liaison to the Agency and Center level offices representing and supporting information technology (IT) related matters by utilizing Agency business applications for IT provisioning, account management and procurement.
- Represent ESDMD in multiple venues related to NASA HQ and Agency Governance efforts such as the Agency IT Communications Group, Postmasters working group and HQ IT Customer Board.
- Procure assets , supplies, training materials, and/or equipment to support ESDMD staff to accomplish their job while working in remote and on-Center environments.
- Review and approve requests to purchase assets, supplies, training materials, and/or equipment, and monitor expenditures for NASA-provided support.
- Work with ESDMD employees and internal stakeholders to assess needs, provide information or assistance, assist with resolving problems, or satisfy their expectations; know about NASA policies, mission support services, and NASA-approved products.
- Identify problems and use sound judgment to generate and evaluate alternatives to make recommendations. Assure solutions are strategic and tactical and align with ESDMD policies, NASA priorities and national guidance.
- Analyze invoices for accuracy and use business acumen to determine the best product and value for service requests.
- Manage process changes and program support changes to identify and develop mitigations for potential employee impacts driven by activities such as implementation new capabilities, new or modified services, and software updates.

Qualifications
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
- Working with data analysis, and data collection to assist with reporting;
- Gathering data for reports to be used for organizational or process improvement; and
- Documenting processes and tracking requests for an organization or team.
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
- Providing guidance in interpreting applicable regulations, policies, guidance, and office procedures;
- Preparing reports on organizational policy, customer needs or analyzing budgetary requirements;
- Supporting senior leadership or management with data collection and data analysis to meet organizational initiatives; and
- Creating reports, presentations, and/or spreadsheets to identify process improvements.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Recommending, developing, and executing administrative processes, guidelines, standards, or initiatives to improve operations;
- Collaborating cross-organizationally to establish and meet organizational initiatives and program goals;
- Identifying or supporting Information Technology solutions in the delivery of customer requirements such as: Release Management, Change Management, or Project Management of IT actions, software updates, or IT service changes; and
- Developing or implementing processes, guidance, or policy to improve customer support.
