Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Provide insight or oversight to various NASA projects and Programs on issues relating to Electrical, Electronic, and Electromechanical (EEE) Parts.
- Evaluate preliminary design reviews (PDRs), system requirement reviews (SRRs), critical design reviews (CDRs), and troubleshooting/root cause investigations across a variety of programs.
- Evaluate proposed EEE parts lists with respect to the projects specific hardware criticality and environments.
- Report on the manufacturers, materials, construction, usage (environment and electrical de-rating), and overall reliability of the selected parts to the EEE Parts Control Board (PCB).
- Recommend replacement EEE parts.
- Conduct EEE parts failure investigations.
- Review and assess Military and industry EEE parts specifications, standards and studies for application to NASA programs.
- Develop EEE Part Management Plans, EEE part qualification plans, project specific screening requirements, and Non-Standard Part Approval Requests (NSPAR).
- Work in a team environment to support the mission of the Electronic Design and Manufacturing Branch/EV5 and the Avionics Systems Division.

Qualifications
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-09, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
- Applying technical methods or practices related to electronics engineering to assist with communicating information on Electrical, Electronic, and Electromechanical (EEE) parts, technologies, or manufacturing processes;
- Applying standardized analytical and evaluative methods and techniques to assist with reviewing component failure modes, component reliability, or component specifications and standards;
- Gathering EEE parts-related information, project status, or issues from stakeholders to assist with troubleshooting or root cause investigations for EEE parts or programs.
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of graduate education in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-11, you must have:
a) You must have one year of directly related specialized experience equivalent to the GS-09 level:
- Applying electronics engineering concepts, theories, principles, and practices to support Electrical, Electronic, and Electromechanical (EEE) parts technologies, manufacturing processes, or EEE parts screening and qualifications for space flight related projects or programs;
- Applying analytical and evaluative methods and techniques to assist with analyzing component failure modes, component reliability, or component specifications and standards;
- Assisting with developing EEE parts management plans, destructive physical analysis (DPA), or parts failure analysis to assist with determining or monitoring part reliability.
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of graduate education in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
- Utilizing electronics engineering concepts, theories, principles, and practices to evaluate Electrical, Electronic, and Electromechanical (EEE) parts, technologies, or manufacturing processes for space flight related projects or programs;
- Utilizing analytical and evaluative methods and techniques to assess component failures, component reliability, or component specifications and standards;
- Developing EEE parts management plans, destructive physical analysis (DPA), or parts failure analysis to evaluate or monitor part reliability.
Required college majors for applicants qualifying on the basis of graduate education only (GS-09 and GS-11 Only):
Aeronautical Engineering, Aeronautics, Aerospace Engineering, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Chemical Engineering, Electrical Engineering (except power), Electronics Engineering, Applied Mechanics, Mechanical Engineering, Engineering Mechanics, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering. Other majors will qualify if the major includes or is supplemented as follows: Biomedical Engineering, Chemistry, Computer Science, Computer Engineering, Mathematics (Pure or Applied), Physics, Applied Physics, Engineering Physics (or other related field), if includes or is supplemented by two courses in solid state physics, materials, optics, statics and dynamics, electricity and electronics, electron optics, kinetic theory of gases, electromagnetic propagation or radiation, semiconductors, vibration, high vacuum theory, information theory or heat transfer.
Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are not considered qualifying for this position.
