Job description
Duties
- Supervises a group of employees and provides administrative/technical supervision necessary for accomplishing the work of the unit. Performs the administrative/human resource management functions relative to the staff supervised.
- Establishes guidelines and performance expectations for staff members, which are communicated through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance.
- Serves as expert institutional safety authority to the Division Chief regarding regulatory matters concerning Occupational Safety and Health Administration (OSHA) and Office of the Chief Health and Medical Officer (OCHMO) requirements and guidelines.
- Plans, develops, and implements a comprehensive agency safety and health program dealing with a wide variety of high-risk activities and/or constantly changing hazards.
- Develops and implements a comprehensive surveillance program to ensure compliance with NASA Policies, Procedures, and Standards, including the evaluation of audit findings and corrective actions or assessing overall resource requirements.
- Performs periodic reviews and analyses to assess the achievement of major goals.
- Provides safety and occupational health analysis for special projects, future projects, and in the advanced planning stages of new systems and capabilities of all applicable agency programs and areas of concern and responsibility.
- Plans, guides, coordinates, and manages the work of matrixed resources engaged in accomplishing the missions and functions of the organization.
- Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

- A one year supervisory probationary period may be required.
Qualifications
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Serving as a technical expert in the interpretation and application of safety and health regulations and procedural requirements and in the interpretation and compliance with OSHA standards, such as 29 CFR 1960, 29 CFR 1926,and other applicable safety and health mandates
- Directing or leading teams to meet project goals and requirements and fostering team commitment, facilitating cooperation and motivating team members to accomplish group goals
- Consulting, advising and negotiating solutions with management, Safety and Mission Assurance (S&MA) engineers, and program officials concerning compliance with policy, procedures, and processes related to safety programs
- Developing networks and building partnerships, collaborating with stakeholders to build strategic relationships and achieve common goals

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
