Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Serves as a member of the Strategic Planning and Integration Division helping to establish organizational vision, IT strategy, operational modes, and strategic roadmaps to manage enterprise technology across the communications community of practice.
- Oversees project team(s) providing prioritization, resource allocation, oversight and management of enterprise IT applications.
- Develops and implements standard approaches and mechanisms (tools, processes, etc) to ensure project team(s) operate according to best practices and are efficient and effective.
- Establishes, manages, and assesses agreements and their performance to provide infrastructure, platforms, support, integrations, and consultation in support of multiple technologies, platforms and software languages.
- Provides management of key steps throughout the life cycle of IT projects, connecting vision, goals, and objectives to the alignment of resources with OCOMM priorities.
- Oversees expansive and complex IT projects, management applications, or IT initiatives that may have high visibility for the Agency.
- Provides authoritative and comprehensive oversight and direction of key Agency and OCOMM activities to ensure the activities achieve stated objectives, stay within scope and provide value to the Agency.
- Develops and presents long-term plans/recommendations for OCOMM's resources and initiatives.
- Collaborates to build alliances with stakeholders including other NASA organizations and vendor's in delivery of services, as well as, benchmark private industry best practices.
- Identifies strategic solutions and innovative approaches towards accomplishing Agency-level initiatives with the ability to make adjustments.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Contributing to programmatic requirements for communications systems, preparing detailed reports and synthesizing data from multiple centers, organizations, or departments for comprehensive analysis and strategic decision-making;
- Assisting with thorough research, review, and interpretation of policies and requirements to ensure program/project compliance;
- Assisting with stakeholders regarding policy management, unit work, and problem resolution, and providing regular status updates to leadership.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Coordinating programmatic requirements for communications systems, preparing detailed reports and synthesizing data from multiple centers, organizations, or departments for comprehensive analysis and strategic decision-making;
- Conducting thorough research, review, and interpretation of policies and requirements to ensure program/project compliance;
- Coordinating with stakeholders regarding policy management, unit work, and problem resolution, and providing regular status updates to leadership.

This job does not have an education qualification requirement.
Additional information
You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.)
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
