Job description
Duties
- Serve as the Communications Systems Engineer Product Design Lead, with management, technical oversight, and direct involvement with decisions over the DAVINCI S-band Relay Links (SBRL), with in-house and out-of-house developments.
- Lead the Communications Working Group that encompasses all parties needed to ensure a successful communications architecture for DAVINCI, both relay and direct-to-Earth.
- Perform product management duties, such as schedule development/tracking, cost development/tracking for flight components/systems, and all required monitoring/project reporting to ensure successful development/timely delivery of telecommunication.
- Responsible for all related hardware procurements/developments including the radios, the Solid-State Power Amplifier (SSPA), and custom Ground Support Equipment (GSE) test.
- Work with other Communications engineers, and other discipline leads from Goddard and outside partners, including APL and Lockheed Martin for a successful future integration of communication subsystems with other spacecraft systems.
- Lead the creation and project approvals of communications documentation including but is not limited to: Radio Frequency Interface Control Documents (RFICDs), relay link requirements documents, and relay link development plan.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Providing technical leadership, guidance, or oversight in areas such as radio frequency (RF) engineering, link budget analysis, modulation techniques and/or other RF principles;
- Developing or analyzing space communication architectures including the negotiation and coordination of spectrum regulatory and frequency allocations;
- Planning the programmatic and technical implementation of RF flight hardware development, integration, and testing at the subsystem and system levels.
Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are not considered qualifying for this position.

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
