Duties

The Deputy Assistant Administrator for Protective Services:

  • Provides Agency-level leadership, technical expertise, policy and program development, management, and oversight for all NASA Protective Services activities and programs.
  • Acts for the Assistant Administrator (AA) when necessary and assists the AA in partnering with Agency senior managers and overseeing the development and coordination of NASA's Protective Services programs and policies, and their alignment with the Agency mission and Strategic Plan.
  • Serves as a policy and strategy advisor and is responsible for policy guidance and interpretation to support top level decision making.
  • Assures effective and efficient integration, management, coordination and communication with NASA Management, the NASA community in general, and external agencies and groups, including but not limited to, the, Office of Management and Budget (OMB), the Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI), the U.S. Intelligence Community, the Aerospace Safety Advisory Panel, and committees of Congress.
  • Develops policy and directs OPS functions, working with Division Directors and Program Managers responsible for managing and operating OPS various functions and programs, as well as a highly-specialized professional and technical support staff.
  • Oversees the preparation or review of proposed NASA directives and procedural requirements to ensure they conform to the substantive laws that they are intended to implement or interpret, as well as other legislative guidance, regulations, Executive Orders and other external policy directives.
  • Plays a principal role in determining the overall goals and objectives of the OPS to ensure support of the Agency programs; sets performance standards; develops and conducts ongoing program evaluations; and as determined by the AA, represents the Agency in coordinating programs with other government agencies and private organizations.
  • Assists the AA in improving methods of operation, setting standards of attainment, and recommending policy changes for the most effective and economical use of resources.
  • Leads the evaluation of cost-benefit analyses and the submission of budgets for inclusion in OPS's budget planning system, including analysis and evaluation of complex proposals and recommendations.
  • Remains abreast of the security risk posture of the Agency through knowledge of Agency vulnerabilities, internal and external threats, and creates strategies and implementation plans designed to maintain Agency operations at an acceptable level of risk
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience leading and managing a large geographically-diversified federal organization responsible for areas such as Intelligence, Counterintelligence/Counterterrorism, Emergency Management, Insider Threat and Integrated Security Strategy, and Business Operations.

MTQ 2- Demonstrated experience in policy formulation, oversight, coordination, and management of protective services such as physical security of property and personnel, fire protection, emergency preparedness, information systems protection, intelligence and counterintelligence/counterterrorism (CI/CT) operations, processes, functions, and activities.
