Northrop Grumman Defense Systems is currently seeking a Subcontracts Manager 1 (Proposals and Compliance) that is responsible and accountable for specific proposal scope within Global Supply Chain as well as compliance-related activities within procurement as detailed below. This position reports within Global Supply Chain Procurement organization.
Position Summary:
As a member of our Global Supply Chain Management team this position plays a critical role in managing a team of Price/Cost Analysts as well as Subcontracts professionals.
The Price/Cost Analysts professionals reporting into you are responsible for supporting all Price/Cost Analysis for major subcontractor determinations as well as support and audit of Price Analysis for minor subcontractor activity that they and the Buyers may perform.
The Subcontracts professionals reporting into you will be establishing, maintaining, and monitoring supplier agreements of various levels of risk and complexity. You will manage the team by supporting the selection, development, and management of strategic and preferred suppliers to meet program cost and performance goals across the operating units compliantly and efficiently. This team will also play a key role in compliance-related initiatives to support the procurement activities of the Business Unit.
This is a diverse position with responsibilities in managing a Price/Cost Analyst team and Subcontracts team engaged in various activities spanning proposal, procurement/subcontracts, compliance and audit support.
Specific responsibilities include the following:
Responsibilities Include:
- Acts as a liaison and lead between the Proposal Procurement Coordinator, Price Estimating, and Price/Cost Analysis team from RFP development to proposal evaluation to effectively execute critical Price/Cost Analysis assignments by required due dates
- Interfaces with Division and Sector Compliance related to Proposal/GSC activities
- Balances strategic thinking with tactical application to support proposal and program execution
- Identify and mitigate proposal risks as they pertain to material requirements in the area of price/cost
- Conducts Price/Cost Analysis as needed
- Meets company and customer requirements by providing the linkage between customer, subcontractor, program management and internal support functions
- Develops and executes compliance matrices and support to procurement function to drive efficiencies
- Supports fact-finding meetings as it relates to supplier price/cost
- Supports pricing reviews with management
- Supports strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
- Acts as the Procurement Supply Chain lead with the support of the Proposal Coordinator for all internal and external proposal RFIs/audits/reviews
- Manages team assignments/workloads, manage staffing levels, performance reviews and leading continuous improvement efforts
- Supports the team in the management of aligned supply base related to strategic sourcing, establishing supplier long-term agreements, supporting contract change management and performance management of sole source/critical suppliers
- Negotiates pricing using cost/price and best value analysis, negotiate to ensure terms and conditions address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areas, ensure terms and conditions have been properly flowed down from customer contracts to supplier contracts, establish and maintain formal agreements (Purchase Orders) with suppliers, incorporate customer or internal changes into the contract or Purchase Orders and manage customer requirements and schedules
- Tracks cost savings and cost avoidance, support the Subcontract Administrators with establishing billing and payment terms including milestones, facilitate timely payment of invoices and ensure PO awards are within program budget and support EAC reductions
Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications
- High school diploma or equivalent or Bachelor’s degree or higher in Business, Finance, Supply Chain Management or a related field
- 10 or more years of supply chain experience
- Previous U.S. government sub-contracting experience (FAR/DFAR)
- Previous experience with ERP systems such as Deltek and Costpoint
- Strong negotiator to achieve best value
- Proactive and self-directed; able to instruction and act quickly and responsibly
- Demonstrated success in managing or leading a team of supply chain professionals with positive results
- Ability to acquire a Secret Clearance which requires US Citizenship as a pre-requisite
