Northrop Grumman Space Systems is seeking a Program Control Manager 1 to support our Tactical Space Systems division. The position leads a cost management team responsible for all financial reporting, planning/forecasting, cash management, program cost performance management, risk & opportunity management and Earned Value Management. This position will be in Dulles, VA.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Roles and Responsibilities include, but are not limited to, the following:

  • Responsibilities include Earned Value Management (EVM) deliverables, Financial Planning and Reporting, Process Improvements, Profit Analysis / Return on Sales, and Proposal Support.
  • Interfacing between Program Business Operations, enterprise business system implementation teams, and Program Management including the Customer Program Office.
  • Implementing Northrop Grumman Earned Value Management Systems (EVMS) Program Management Baseline establishment and maintenance procedures using integrated software tools.
  • Supporting execution of the Northrop Grumman EVMS to include organizing the work, developing cost and schedule baselines, updating forecasts, performing monthly analysis, corrective action tracking and maintenance, and managing baseline change control in an integrated enterprise software environment.
  • Facilitating program IPMR and IPMDAR reporting with an integrated cost, schedule, and performance database synchronized with enterprise and program business rhythms and requirements.
  • Presenting program performance and estimates to customer project management and internal financial management through customizable performance metric dashboards.
  • Successfully managing and producing data with strict deadlines.
  • Experience in DoD setting with understanding of government Cost Accounting Standards, FAR & DFARs.
  • Participate in knowledge transfer and best practices sharing with peers.
  • Responsible for monitoring cost control guidelines and funding profiles
  • Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.

Basic Qualifications:

  • Bachelor's degree from accredited university with a minimum of 6+ years related experience– OR – a Master’s degree with a minimum of 4+ years related experience as outlined above.  Additional 4 years of experience accepted in lieu of a degree.
  • 2+ years of experience with Earned Value Management Systems (EVMS) to include Cost Schedule Integration, Integrated Performance Management and Financial reporting requirements.
  • Experience in a lead or supervisory role.
  • Experience with baseline planning and scheduling, forecasting and estimating, and/or cost/schedule integration techniques, including subcontractor integration.
  • Must be able to effectively communicate with all levels of employee, management and customers regarding financial status, metrics and deliverables.
  • Proven experience in a team environment and interacting with all levels of management.
  • Excellent time management and organizational skills.
  • Detail-oriented.
  • Excellent critical thinking and analytical skills.
  • Detailed experience with record retention
  • Must have an active U.S. Government DoD Top Secret/Sensitive Compartmented Information (SCI) security clearance at time of application, current and within scope.

Preferred Qualifications:

  • 3+ years finance/accounting/pricing & estimating experience.
  • Experience with Cobra, MS Project, Costpoint, and/or Cognos.
  • Integrated Baseline Review (IBR) training, preparation and execution experience.
  • Supporting program surveillance reviews and oversight using DECM.
  • Program Management (PMP) and/or Earned Value Management Certification (EVP).
  • Have a knowledge of SOW requirements as this is part of the proposal process

Salary Range: $115,000.00 - $172,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
