Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Advises senior management and contracting officers on matters pertaining to contracting actions, including contracting procedures and regulation and policy interpretation.
  • Partners with stakeholders through formal correspondence for major system or program procurements, including incorporating small business and socio-economic programs and policies.
  • Serves as internal performance management focal point, conducting reviews and managing the IT Procurement Office (ITPO) self-assessment process.
  • Coordinates with stakeholders conducting Procurement Management Reviews, monitoring and reporting on corrective actions.
  • Leads or serves on policy or other team(s) as the subject matter specialist/representative or expert as appropriate including serving as a policy representative supporting the NASA Solutions for Enterprise-Wide Procurement (SEWP) Program Office.
  • Reviews proposed policy, regulations, and procedural changes to determine impact on area of responsibility and improve guidance and procedures as necessary.
  • Creates and conducts training for acquisition workforce on practices and implementation of new policy, and systems. Develops, maintains, and communicates Standard Operating Procedures, Requirements, Guidance, and Work Instructions for Acquisition.
  • Conducts detailed reviews of complex and high value enterprise Information Technology (IT) procurement actions to ensure compliance with federal acquisition regulations and NASA policies and procedures.
  • Responds to acquisition data call requests from Headquarters or other sources.
  • Responsible for data analysis and reporting of compliance activities. Manages all aspects of the Acquisition Forecast, to include coordinating with various stakeholders across the Agency to ensure accurate, complete, and timely data is captured.

  • Selected applicant(s) must be assigned to a duty location listed on the announcement. Selectee(s) will be required to work ON-SITE at the duty location selected.
  • Selectee will have a designated "Home Center", but may be assigned to support programs or projects at any NASA Center using virtual tools and capabilities.

Qualifications

You must meet all three requirements listed below; unless you are covered by an exception:
  1. The mandatory Basic Requirement shown in the Education section below;
  2. Specialized experience and/or directly related education, as shown below, which has equipped you with the particular competencies needed to successfully perform the duties of this position; and
  3. Certification/Training requirements.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Interpreting legislation, policy, regulations, and methods used in contracting;
  • Providing support for auditing contract files and analyzing procurement data;
  • Performing pre/post award analysis of contracting procedures prescribed by Federal Acquisition Regulations (FAR) (e.g., Parts 8, 12, 13, 15, and 16) advising on matters pertaining to multi-million dollar contracting actions.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Advising procurement professionals on the interpretation of legislation, policy, regulations, and methods used in contracting;
  • Participating in or leading auditing contract files and analyzing procurement data;
  • Providing pre/post award guidance to contracting professionals on the procedures prescribed by Federal Acquisition Regulations (FAR) (e.g., Parts 8, 12, 13, 15, and 16) advising on matters pertaining to multi-million dollar contracting actions.
Certification/Training for GS-13:
You must meet one of the following requirements to be considered for this position:

A. Certification:
Possess a valid Level II Federal Acquisition Certification-Contracting (FAC-C) certification or FAC-C (Professional) or Level II Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification or DAWIA Professional.

OR

B. Training: Completion of all mandatory training prescribed by the head of the agency for level II Federal Acquisition Certification-Contracting (FAC-C) (NASA-FAC-C-Curriculum-Table.pdf), and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Certification/Training for GS-14
You must meet one of the following requirements to be considered for this position:

A. Certification:
Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or FAC-C (Professional) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification or DAWIA Professional.

OR

B. Training:
Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (NASA-FAC-C-Curriculum-Table.pdf), and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

The ideal candidate has experience recommending, developing, and implementing policies and procedures to procure supplies, services, for construction or research and development projects using formal advertising or negotiation procedures to evaluate contract price proposals and policies.

Education

Basic Requirement:

1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position;

AND

2. A 4-year course of study leading to a minimum of a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: Employees in GS-1102 positions will be considered to have met the basic education requirements for positions they occupied on January 1, 2000; only including positions at the same grade.
