Job description
Duties
- Works as the Contracting Officerβs Representative for NASA Enterprise Human Capital Support Services Contract (NEHCSS) for all contract activities including pre-award evaluation, and development of the statement of work.
- Works closely with the task managers to oversee the performance of the contract. Leads the NEHCSS community of practice. Provides guidance, and support to task managers to ensure issues and challenges are promptly identified and addressed.
- Serves as a Subject Matter Expert (SME) and Internal Consultant providing technical knowledge of human resources policies and practices to support business office processes, products and initiatives and improve efficiency.
- Serves as co-Partnership Agreements Manager for OCHCO by coordinating reviews of existing external partnerships and recommending strategies for building new agreement opportunities for OCHCO.
- Provides advice and assistance with OCHCO directives management activities to all levels of OCHCO staff.
- Reviews incoming NASA directives for OCHCO implications and works with functional stakeholders as appropriate to get comments on incoming directives.
- Reviews business and/or organization operations/processes and makes recommendations to increase productivity, efficiency and innovations.
- Provides data management and analysis in response to data calls by internal and external stakeholders; reports on analytical findings as necessary.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Providing business/program support, this may include, analyzing data, developing options and recommendations, and presenting recommendations to senior management;
- Reviewing and assessing existing business office processes, products and/or initiatives and providing recommendations on how to improve business operations;
- Providing technical analysis while reviewing business agreements such as partnership agreements, and statements of work to ensure applicable policies are addressed accordingly.

If you are a current federal employee, you must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
