Duties

The Chief Financial Officer:

  • Assures reliability and accuracy of financial management activities and records, implementing all aspects of the Chief Financial Officers Act of 1990 (CFO Act) and other applicable financial management regulations.
  • Collaborates and partners with OCFO enterprise leadership at headquarters and at each of the NASA Centers to identify and address challenges and opportunities, at the Center, regional, and enterprise level. Represents the OCFO at senior management councils responsible for setting strategic goals and planning and executing resources.
  • Serves as the local leader and point of contact for all OCFO enterprise services that are delivered at MSFC. Provides strategic and innovative leadership to integrating and advancing the MSFC OCFO organization and its processes, as part of the OCFO enterprise, including development of employees and succession planning.
  • Leads teams that formulate and execute the Center's budget as required by the Center Director, including serving as strategic advisor to the Center Director and leadership and delegation of fiscal and fiduciary authorities.
  • Provides overall direction of Center resource including planning, programming, budgeting, and accounting. Develops and approves a comprehensive Center plan for budget control and effective utilization of resources in accordance with CFO policies and guidance to achieve Program/project missions.
  • Provides the integration, analysis, oversight, and financial management of Center resources. Provides overall direction for overview and analysis of the Center's financial workforce requirements.
  • Supervises the OCFO team located at the Center along with associated resources for labor, procurement, and travel.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience with multiple fund types including various appropriations and reimbursable accounts, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings.

MTQ 2- Demonstrated experience building and leading a team responsible for a range of financial management functions, formulates innovative business performance management solutions, and promotes modernization and continuous process improvement across an enterprise.
