Duties

  • Provides Business Relationship Management (BRM) for assigned Headquarters (NHQ) and Goddard Space Flight Center (GSFC) organizations. Meets the IT needs and business objectives of customer organizations and individual customers.
  • Establishes, develops, and maintains effective working relationships with NHQ or GSFC customers, stakeholders, and other coordinating organizations. Captures data in the appropriate repository or Customer Relationship Management (CRM) application.
  • Maintains accountability to both the Office of the Chief Information Officer (OCIO) Program and the customer organization and balances the requirements for each.
  • Serves as an IT advisor, providing and applying expert IT knowledge, understanding of OCIO requirements and IT security guidance for managing changes in the IT environment and/or developing systems and solutions for the customer organization.
  • Contributes to agency level projects to affect change and improvements in agency level services by communicating customer and stakeholder concerns, requirements, impacts, and IT needs and to ensure they are considered in agency projects.
  • Provides timely, substantive input to Center and Agency project teams’ planning, formulation, scoping and requirements deliverables that reflect substantiated user stories, use cases, or mission/business performance impacts.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
  • Working within a team or organization as a liaison between stakeholders of all levels of management and Information Technology (IT) service teams to achieve common goals and outcomes;
  • Utilizing tools (such as MS SharePoint, Planner, CRM system) to capture and track business needs, service requests, or IT requirements;
  • Providing customer support including, interpreting IT policies and process guidance and connecting with appropriate technical support teams in response to customer inquiries.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
