Job description
Duties
- Serves as first-line supervisor to all Freedom of Information Act (FOIA) Specialists, administrative professionals, and other personnel working within the NASA FOIA Office.
- Prepares agency-wide reports on FOIA required annually by the U.S Department of Justice (DOJ) including the Annual FOIA Report citing NASA's FOIA statistics, the Annual Chief FOIA Officer's Report on the status of the agencyβs FOIA programs.
- Leads and directs the agency's efforts implementing government-wide FOIA initiatives, including requirements established in statutory amendments to the FOIA, Executive Orders, and DOJ guidance and policy.
- Develops policy guidance and interpretation memoranda for Heads of the agency and FOIA professionals agency-wide, to ensure NASA provides uniformity of approach to implementation of the law.
- Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes inferences or draws accurate conclusions.
- Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- A one-year supervisory probationary period may be required.
Qualifications
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Researching and ensuring Freedom of Information Act (FOIA) and other laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, and Government organization and functions are in compliance;
- Conducting legal research using one of the major legal research databases, and analysis of case law, statutes, rules, or regulations to assist with processing unique and complex requests;
- Leading and monitoring practices and techniques used to identify, engage, influence, and build relationships with individuals and groups over processes and results.

This job does not have an education qualification requirement.

If you are a current federal employee, you must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible.)
Note: Time-in-grade requirements also apply to applicants who have held a non-temporary, competitive service GS position in the past year.
