Duties
- Conducts studies and investigations to assess the quality of current workforce plans, practices and systems to support FTE requirements development and hiring, phasing and skill/capability gap closure strategies.
- Performs work to determine workload projections and current and future competency gaps to align human capital with organizational goals.
- Designs and implements strategies and action plans for accomplishment of initiatives within scope, cost, and schedule. Assesses program metrics and data to facilitate continuous improvement of operations.
- Conducts quantitative and qualitative analysis using workforce and related data, develops key performance, forecast and quality tools and metrics, and formulates strategies to identify and address current and future workforce needs.
- Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Champion NASA's commitment to Diversity, Equity, Inclusion and Accessibility to create an environment that promotes a commitment to safety, integrity, and teamwork.
- Serves as an expert Human Resources Business Partner (HRBP) or consultant working strategically with customer organizations to develop an HR agenda, strategies, and execution plans that support the mission of the organization and the Agency.
- Provides expert advisory and consultative technical services to all levels of line managers and Center counterparts on a broad range of HR issues.
- Develops and delivers HR briefings, status/staff reports, and correspondence to managers and other professionals to foster understanding and acceptance of findings and recommendations.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Applying technical HR expertise to provide advisory and consultative services and resolve human capital issues in one or more HR functional areas
- Making recommendations for complex and controversial issues based on sound interpretation of guidelines and practices
- Serving as a strategic HR consultant providing expert advice to leadership
- Working with human capital data analysis or workforce planning data sources.

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
