Position Description:

This position provides oversight for contract and subcontract management activities on Voyager Space Technology Systems (VSTS) projects supervising development and execution of individual VSTS contracts. This role assures compliance with all statutes, regulations, and contract terms and conditions. This person will be proactive with primes and subcontractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices, and supporting documents in a timely manner.

 

Responsibilities: 

  • Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet corporate and Contract Management requirements
  • Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization persons; conduct meetings with interfacing disciplines in the support of programs
  • Protect the Company’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management teams with oversight from the VSTS Business Manager
  • Coordinate with Voyager Accounting & Program Management to ensure timely payment of invoices
  • Protect the Company’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management teams
  • Execute portfolio assignments as requested, perform contract risk assessments, and formulate mitigation strategies
  • Develop standard contract templates for a project, prepare Project Contract Procedures, and provide input to Project/Contract Final Close Out Report
  • Coordinate the timely issue/distribution/response of documents to the primes and subcontractors
  • Maintain a working knowledge of the Company’s Contract Management Standard Operating Procedures, programs and goals by planning and applying Contract Management practices and procedures as established by the Company.
  • Develop and implement a contracts repository/library/knowledge management portal
  • Manage contracts, assisting multiple Program Managers and Business Development with pre-award and post-award activities.
  • Develop client relationships through interfacing with representatives thru reporting, leading presentations, and meetings
  • Participate in the pre-qualification of subcontractors, assessing capabilities and compliance to VSTS’s HSE, Quality, and Finance requirements
  • Commercial and terms and conditions evaluation and negotiations
  • Prepare final proposal evaluations and contract award recommendations, presenting results to the project team and/or client
  • Post award contract management, including monitoring of contractor progress, interfacing with other disciplines, and ensuring commercial compliance thru contract closeout

 

Requirements:

  • A Bachelor’s degree in business or another related field from an accredited college or university
  • 5+ years of relevant experience in contract negotiations and administration or a combination of education and directly related experience
  • Strong understanding of contracting principles and legal terms
  • Knowledge of government contract administration duties including proposals, contract/purchase order terms, pricing, negotiation, and review
  • General computer proficiency with Microsoft Office programs 
  • Ability to travel as needed

 

Preferences:

  • Ten (10) or more years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects
  • Proficiency in Pre-Award processes and contract package formation
  • Knowledge of the FAR/DFAR/NFAR/ITAR regulations
  • Familiarity with the aerospace industry and contract language associated with CPFF/CPAF/FFP type contracts

 

Salary Range: $85,000 - $100,000/year
