REQUIREMENT

ARCTOS is seeking a Program Manager to join the Collaboration and Outreach Department in supporting the Air Force Research Laboratory (AFRL) Minority Leaders – Research Collaboration Program (ML-RCP).  The Program Manager will work closely with the Senior Program Manager on supporting best practices, student interns, and other program management duties as needed in support of this program.  Familiarity with Government procurement and processes as well as knowledge of the AFRL would be extremely beneficial.  Program Manager will work details associated with oversight of Congressionally funded program working with academic institutions across the United States in contractual collaborative environments with AFRL researchers to carry out mission requirements.  Specific information on the program may be found at ML-RCP (afresearchlab.com).   


PRIMARY RESPONSIBILITIES

  • Provides program management support to the Air Force Research Laboratory Minority Leaders – Research Collaboration Program subaward execution.  Works under the supervision, guidance, and leadership of the ARCTOS Senior Program Manager for this contract.
  • Works closely with the prime contractor team functioning in managing all aspects of the program – invoicing, budget reallocations, travel, student management, timeline management, deliverables, and normal programmatics.   At times, will initiate new processes with oversight from Senior Program Manager in answering improvements to current processes.  
  • Assists in overseeing processes and procedures associated with this program in support of the AFRL enterprise.  
  • Maintains awareness of all facets of the program ensuring academic institutions have the information they need and the appropriate process and template instruction to carry out work.
  • Serves as assistant to the Senior Program Manager in preparing correspondence to enable program execution – this includes briefings, forms, process management.
  • Organizes data consistently and continuously for quick retrieval as needed by all customers supported.
  • Other duties as assigned.

KNOWLEDGE AND SKILLS

  • Government background extremely beneficial to include acquisition training and program management.
  • Organizational, communication, and attention details a must.
  • Diplomacy in working all situations vital to success of program. Must be able to build and sustain strong internal and customer working relationships.
  • Must uphold the strongest standards of personnel and professional ethics.
  • Eager to wear several hats and performing a myriad of duties.
  • Ability to build strong relationships with individuals at all levels.

EDUCATIONAL, CLEARANCE AND CERTIFICATION

  • Bachelor’s degree required – degree in business related field preferred.
  • Knowledge of Government acquisition/program management rules and regulations extremely helpful in execution of duties.
  • At least three to five years’ experience working in related field of managing a program/project.
  • U.S. Citizenship with Secret security clearance eligibility.

PHYSICAL/WORKING ENVIRONMENT

  • Primary work environment is a standard office setting with occasional telework option.

 

TRAVEL

  • Travel to be performed will be under the guidelines of Federal Travel Regulations and/or Joint Travel Regulations.
