Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
As a general engineer, responsible for the successful operation of the Real Property Program to include successfully executing Enhanced Use Lease and National Historic Preservation Act Lease agreements on behalf of the Center.
Conduct outside engagements and develop partnerships with outside organizations to pursue the Center's strategic goals and real estate actions.
Ensure Experimental Facilities and all Real Property and Real estate actions across the Center are aligned with the Agency Master Plan and the Center’s Master Plan.
Responsible for meeting all the required milestones to successfully implement real estate agreements and works parallel Space Act Agreements with the centers legal and partnership functions.
Lead cross organizational teams to develop and route for approval multiple documents across a wide spectrum of disciplines throughout the agency. Formulate schedules that increase efficiency by running parallel actions to reduce time.
Serve as point of contact for the Center with the Real Property Branch at NASA Headquarters. Work hand in hand with Agency Real Estate Contracting Officers and Real Property Accountability Officers to successfully implement Center's Initiatives.
Coordinate and schedule high-level meetings and briefings with other multidiscipline engineers, to assist governing bodies and Center leadership in making strategic level decisions.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

Participating on construction and providing engineering support for infrastructure projects that lead to acceptance or disposition of real property as an interdependent project activity;
Coordinating real property functions with other government and/or private entities;
Applying a wide range of engineering project management or real estate principles, concepts and processes for the acquisition, management, out-granting, and/or disposal of real property with unique and diverse requirements.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

Managing complex facilities engineering or (including experimental facilities) infrastructure programs that include working with multiple stakeholders across a wide range of disciplines;
Working as an engineer in the planning phase of construction, infrastructure, or real estate projects to include, formulation of initial budget and schedules;
Collaborating with contractors, interpreting engineering requirements, facilities requirements, agreements, and master plans for facilities.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
