Position Description

Voyager Space Exploration is seeking a Vice President of Project and Mission Management. The VP of Project and Mission Management is accountable for all aspects of project and mission management from contract signing to in-space operation, to include contract execution, performance to costs and schedules, as well as leading the team that serves as the primary customer interface for active projects. They are responsible for the governance, oversight, and performance of project management at the company, in addition to managing projects themselves when needed. Principally, this person will oversee, develop, and ensure the performance of the practice of mission and project management at the company. They will manage multi-functional teams, subcontractors, and collaborate & interface with employees at all levels to ensure that the company’s growing service offerings, ranging from small satellites to pressurized and un-pressurized microgravity payloads, are successful.

Essential Duties

Mission Management

  1. Being chiefly accountable, leads the Project and Mission Management teams to deliver related to quality, scope, schedule, budget, and customer satisfaction.
  2. Maintains the highest level of collaboration within their department and with other departments, and develops and maintains relationships with functional managers, department heads.
  3. Delivers exemplary customer relationship performance.
  4. Manages the engineering team and other matrix functions in charge of payload fit-checks, hardware testing, and integration activities.
  5. Conducts and presides in all internal and external reviews as needed, including but not limited to the reviews   of customer’s payload data, contract requirements and verification, documentation, and compliance data, as well as its launch vehicle partners or their subcontractors.  
  6. Responsible for understanding the United States export control laws and regulations, and the spectrum coordination laws and regulations. 
  7. Fosters an environment of active and collaborative project & mission management, where their team members actively work with both internal and external team members and stakeholders to drive desired outcomes.
  8. Ensures an effective interface exists with customer payload teams, from contract signing to in-space operation and payload return.
  9. Demands and delivers outstanding communication between project or mission managers and other teammates and stakeholders.
  10. Ensures relevant project & mission management documentation is of high quality and up to date.
  11. Supports business development & sales teams, including brokering of technical reviews, leading feasibility assessments and major proposal efforts, drafting statements of work, and assisting in contract formulation and milestone development, etc. 

 

Project Management

  1. Owns, updates, and improves the project management methodology at the company.
  2. Takes responsibility for project management issues and guides project managers through the project processes to achieve successful outcomes.
  3. Accountable for all company-level project management goals.
  4. Tracks, reports, and actively improves project management performance metrics across the company’s projects & missions to include performance versus expected scope, schedule, and budget.
  5. Being accountable for the Project Management Center of Excellence (PM CoE), establishes reporting requirements for all projects, reviews and understands project performance, and develops & maintains metrics that projects report.
  6. Responsible for the training, coaching, and mentoring of project managers, providing input to functional managers regarding Learning & Development needs, and establishing training requirements for project managers.  This person will develop and give project management training as appropriate, although outside training may also be used.
  7. Continually assesses project team performance and communicates resource constraints to management.

Supervisory Responsibilities

Competencies

Education: 

  • Bachelor's degree from an accredited four-year college or university in mechanical, electrical, aerospace, chemical engineering, physics, materials science, computer science / engineering, mathematics, or business required.
  • Master's degree or equivalent preferred.

 

Experience:

  • Required 
    1. Minimum of 15+ years' experience required managing significant (>>$20M) and complicated projects required.
    2. Minimum 5 years’ work experience in program management or mission management in the aerospace industry required. 
    3. Leadership experience managing multi-functional and geographically distributed teams with proven success operating in a matrix environment required.
    4. Experience in participating in program captures and bid reviews required.
    5. Understanding of finance and proven experience in managing team to financial targets required.

 

  • Preferred
    1. Experience working with government and commercial aerospace customers and a familiarity with launch vehicles and/or payload development strongly preferred. 
    2. Experience working with CubeSats, Small Satellites, or any other platforms or payloads designed for operation in space (design, build, test, analysis, launch, operation, etc.) preferred. 
    3. Experience or familiarity with biological or chemical processes, in basic laboratory principles and techniques, or the ability to quickly gain knowledge with biological or chemical processes preferred.
    4. Experience with or ability to understand and/or conduct technical analysis products with structural, thermal, and orbital mechanics preferred. 

 

Certifications & Licenses:

  • PMP credential strongly preferred.
  • Lean Six Sigma certification at green belt or higher preferred.

Physical Requirements

 

  1. The work is sedentary, requiring low levels of physical activity. A candidate should be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
  2. The workplace operates under core working hours as defined by company policy. However, work schedules may vary based on business needs.  If a schedule needs to be changed, managers will notify their employees.
  3. The work requires close visual acuity to perform activities. A candidate should be able to do the following activities without issue: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes; operate motor vehicles or heavy equipment.
  4. The work will require the employee to make repetitive motions and manipulate objects using their arms, hands, and fingers. The employee will be required to express and exchange ideas using spoken instructions accurately, loudly, and quickly. The employee will also need to discriminate sound at normal speaking levels without correction and can receive detailed information through oral communications.
