Northrop Grumman Space Systems is seeking a Program Manager to join our team of dedicated, diverse professionals to provide programmatic and technical leadership to a strategically important software development program within the Ground Enterprise Systems Operating Unit located in Aurora CO.

As the selected Program Manager, you’ll be responsible for providing both technical and programmatic leadership of an agile, cloud-based DevSecOps development project that is transitioning and operationalizing a key Enterprise service to multiple virtual cloud environments and expanding functionality to add more capabilities. This team needs a dynamic, technically adept leader who can support the program’s execution and collaborate both internally and externally with a diverse group of stakeholders. The program emphasizes modernization, resilience, automation, operations support, and affordability as enterprise priorities. You will need to demonstrate flexible and dynamic leadership while shaping evolving customer requirements and positioning the program for additional growth. This Program Manager position is an excellent opportunity for a newer program manager to expand their experience or for an experienced project lead to take on program manager responsibilities while maintaining an active technical leadership role.

As PM, you will report to the Ground Enterprise Systems Operating Unit Director (GES OUD) as the Program Review Authority. The GES OU is part of the Integrated National Systems (INS) Business Unit (BU) within the Payload and Ground Systems (PGS) Division. GES encompasses a portfolio of programs providing mission management, control, and processing capabilities for national security customers. GES is headquartered in Aurora, Colorado and has a substantial presence at Northrop Grumman’s Space Park campus in Redondo Beach and Manhattan Beach, California, as well as other locations.

Key duties include:

  • Managing the cost, schedule and technical execution performance to ensure program and mission success in adherence with Northrop Grumman policies across all program phases.
  • Building and sustaining an engaged and effective cross-functional team who are connected to their work and committed to the mission and each other.
  • Leveraging NG’s expertise in mission engineering, system architecture, and software development to provide forward-thinking solutions that conform to customer constraints and user needs while modernizing, extending, and/or expanding the program’s services. This includes partnering with the customers to support their transition to an Agile/DEVSECOPS development paradigm and a new deployment environment.
  • Establishing an agile program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Advancing program and NG strategic objectives by building and maintaining trusted relationships with customers and other stakeholders and by engaging in internal and customer forums to shape and expand the program’s role in the broader end-to-end Enterprise.
  • Establishing milestones and monitoring adherence to plans and schedules, consistent with program requirements.
  • Managing cost and controlling scope to deliver on financial commitments.
  • Ensuring effective management of issues, risks and opportunities per NG’s RISKOM processes.
  • Driving issues and decisions to closure considering competing points of view, constraints, customer/stakeholder priorities and company strategic objectives.
  • Partnering with Global Supply Chain to direct staff augmentation subcontractor(s) and/or suppliers to meet program objectives.
  • Providing leadership of cost estimates, proposals, business plans, proposal work statements and specifications, operating budgets and contract financial terms/conditions. Supporting Contracts in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Acting as primary customer contact for program activities and leading program review sessions with the customer and/or NG leadership to address program performance and present opportunities for growth
  • Coordinating and collaborating with functional leadership to ensure required staffing, processes, training, and infrastructure are in place to support efficient program execution.
  • Measuring and reporting on program performance, customer satisfaction, CDRL submission, and risks.

Basic Qualifications:

  • Bachelor’s degree and 7 years of relevant experience
  • Experience in program/project management with prior experience in software development, integration and test, and/or system deployments supporting U.S. Government contracts and customers and/or project management in other industries
  • Demonstrated ability to create trusted and productive relationships with customers (internal/external) and stakeholders
  • Demonstrated leadership experience building effective and engaged multi-discipline teams to achieve a common goal
  • Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments
  • Demonstrated ability to manage communications with stakeholders to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
  • Ability to identify and address program impacts through a systematic, proactive approach that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
  • Familiarity with Agile/DevSecOps software development and sustainment in virtual and cloud environments
  • Excellent verbal and written communications skills
  • Familiarity with and willingness to work in a secure environment
  • Current Top Secret SCI Security Clearance with SSBI

Preferred Qualifications:

  • The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.
  • The ability to identify, orchestrate, coordinate and control the agile management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
  • Familiarity with transitioning existing complex software systems to cloud-agnostic services
  • Knowledge and familiarity with GES customers and business area
  • Ability to think strategically and shape customer/stakeholder perceptions
  • Proven ability to effectively work across multiple organizations to form teams, gain internal support, act with speed, and make tough decisions
  • PM or project lead level experience in conducting resource allocation, project costing, deliverable tracking, schedule and financial data monitoring/reporting, and proposal development

Salary Range: $145,000.00 - $217,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
