Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.

Description:

The Northrop Grumman Mission Systems Microelectronics Center (NGMC) is seeking a Manager 3, Global Supply Chain Manager.  The position will be located in Linthicum, MD with a portfolio inclusive of the Advance Packaging Quality team located in Apopka, FL and the Microelectronics Quality team located in Redondo Beach, CA.  This position will report directly to the NGMC Global Supply Chain Director.

The selected leader will be responsible for standing up the NGMCs Global Supply Chain team through integration of existing personnel across multiple MS Divisions and the Space Sector and operating in a team environment with the business/foundry leadership, program managers, customers, and peer organizations to lead our Global Supply Chain (Planning, Subcontract, Risk and Opportunity, Proposals) team. To improve operational efficiency, implement optimal solutions and define and implement the Centers end-to-end Global Supply Chain strategies.

The candidate must be knowledgeable of the Centers business acquisition process, program life cycle, manufacturing capabilities, scheduling techniques, continuous improvement strategies, manufacturing readiness assessments, compliance requirements and financial practices to execute cost and schedule objectives and implement strategic initiatives.

The Global Supply Chain Manager 3 must possess strong leadership abilities, excellent communications skills and effective problem-solving capabilities. The candidate will be responsible for recruiting and mentoring future leaders, directing training and skill development initiatives and promoting engagement and inclusion activities. Excellent written and verbal communication skills, and the ability to influence up and down the chain of command are required, as is a proven track record of innovation, problem solving and career development.  The Manager 3 will represent Global Supply Chain at NGMC and activities and provide leadership to achieve Program and Manufacturing objectives to support the Annual Operating Plan. The Manager 3 will align the BU and manufacturing strategies, execution roadmaps and investment opportunities to drive the Divisions Long Range Strategic Plan.

General Roles & Responsibilities (Not limited to):

  • Act as the primary Global Supply Chain interface to the NGMC Program Office, Foundry, Business Management, Engineering, Manufacturing and Mission Assurance on all aspects of global supply chain program scope.
  • Overall responsibility for managing proposals, production planning and execution of programs, while monitoring and addressing all cost, schedule, performance, and quality issues
  • Acts as the key point of contact for senior leadership on all contract and program related matters
  • Provides oversight and accountability for all GSC related activities in the area to ensure compliance with company objectives and obligations
  • Demonstrate success/problem solving skills in supply chain, business management, operations, logistics, engineering or program management
  • Provide leadership and guidance on complex agreements such as long term agreements, teaming agreements, strategic alliances, MOAs, overriding Terms and Conditions, claims and settlements
  • Responsible for employee development, performance management and employee engagement activities

Basic Qualifications:

  • Bachelor’s degree with 9+ years or a Masters degree with 7+ years of related experience.
  • 5+ years of team lead and/or people management
  • Proven effective leadership and team building skills.
  • Experience in preparing executive level briefings and presenting to executive leadership.
  • Strong in Strategic Thinking.
  • Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences
  • Ability to lead and communicate in a fast-paced, dynamic environment; work well in a team environment; and have excellent written and verbal communication skills.
  • Ability to effectively multi-task competing priorities and schedules
  • Has the ability to quickly respond to a variety of demands
  • Ability to obtain a TS/SCI Clearance

Preferred Qualifications:

  • Demonstrates ability to drive risk mitigation, opportunity capture, and issue resolution across all stakeholder disciplines throughout all phases of product development lifecycle in a faced paced, complex, dynamic, and high visibility enterprise center.
  • Familiarity with microelectronics products.
  • Experience in influencing and driving change in culture
  • Experience in management of managers.
  • Strong attention to detail with the ability to expeditiously learn, assess and evaluate new processes/procedures with minimal to no supervision.
  • Lean Six Sigma Black Belt or Master Black Belt Certified
  • Experience in utilization of quantitative data to develop/maintain key metrics and subsequently completing and reporting meaningful analysis.
  • Strong SAP experience

Salary Range: $156,800.00 - $235,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
