Job Summary: We are seeking a skilled and experienced Program Manager for the IT Department to oversee the management and coordination of IT/Software projects. The ideal candidate will possess a strong background in IT/Software project management, coupled with excellent leadership, organizational, and communication skills. This role will involve working closely with technical teams and stakeholders to ensure the successful delivery of IT services and solutions.

Key Responsibilities:

  1. Project Planning and Management:
    • Develop comprehensive project plans, including scope, schedules, budgets, resource allocation, and risk management.
    • Manage all phases of IT projects, ensuring they are completed on time, within scope, and budget.
    • Coordinate with cross-functional teams, including IT, engineering, science, and operations.
  2. Team Leadership:
    • Lead, mentor, and manage a team of IT professionals, ensuring effective collaboration and high performance.
    • Foster a collaborative and inclusive team environment, promoting professional growth and development.
    • Communicate project goals, responsibilities, and expectations clearly to team members.
  3. Stakeholder Management:
    • Serve as the primary point of contact for internal and external stakeholders, including NASA management, scientific community, and contractors.
    • Facilitate regular project status meetings and provide updates to senior management and other stakeholders.
    • Address and resolve project-related issues or conflicts promptly and effectively.
  4. Technical Oversight:
    • Provide technical guidance and oversight for IT projects, ensuring alignment with industry standards and best practices.
    • Review and approve technical documentation, design specifications, and project deliverables.
    • Ensure robust IT practices, including cybersecurity, data management, and system integration.
  5. Quality Assurance:
    • Implement quality assurance processes to maintain high standards for IT solutions and services.
    • Monitor project performance using appropriate tools and techniques to ensure the quality of deliverables.
    • Conduct post-project evaluations to identify areas for improvement and lessons learned.
  6. Risk Management:
    • Identify potential project risks and develop mitigation strategies.
    • Monitor and manage project risks throughout the project lifecycle.
    • Prepare and implement contingency plans to address unforeseen challenges.

Qualifications:

  • Bachelor’s or Master’s degree in Information Technology, Computer Science, Engineering, or a related field.
  • Proven experience in IT project management, preferably in a scientific or aerospace environment.
  • Minimum of 10 years of project management experience.
  • Strong understanding of IT/Software infrastructure, cybersecurity, data management, and system integration.
  • Excellent leadership, communication, and interpersonal skills.
  • Proficiency in project management software and tools (e.g., MS Project, JIRA, Trello).
  • PMP, ITIL, Scrum Master, or other relevant certifications are a plus.
  • Ability to work effectively in a fast-paced, dynamic environment.
