Description

MOI-IT and OCC Security Officer in the MOI-IT & OCC Section, Ground Facilities Operations Division, Mission Operations Department, Directorate of Operations.

You will report to the Head of the Mission Operations IT (MOI-IT) and Operations Control Centre (OCC) Section and will be responsible for the coordination and end-to-end provision of services and facilities to all users of the mission operations infrastructure. This infrastructure consists of the following elements in support of routine spacecraft operations and launches:
 

  • Operations Control Centre (OCC) deployed at ESOC and in the ESA network of ground stations, including data centres, and dedicated and main control rooms;
  • Mission Operations Infrastructure IT (MOI-IT) services and facilities, such as managed IT services, cybersecurity operations, local and wide area networks, and platform services.

 
The focus of this position will be to manage outsourced activities for the provision of efficient, reliable, and resilient operational solutions and services in the context of secure control centre facilities, local and global connectivity, and cyber security controls.
 
Furthermore, you will be responsible for ensuring the sourcing and availability of appropriate assets and services provided by third-party suppliers in accordance with the OCC and MOI-IT end-to-end service sourcing strategy.
 
When nominated MOI-IT and OCC coordinator, you will also be responsible for the coordination and end-to-end provision of Mission Operations IT and OCC services and facilities to specific spacecraft missions.

Duties

Your tasks and responsibilities will include:

  • supporting the integration, operations, maintenance and evolution of the services and facilities related to the security of the Ground Facilities Operations (e.g. Cybersecurity Operations Centre);
  • when assigned the role of Facility Security Officer, ensuring the definition, implementation and verification of security functional and assurance requirements of relevant OCC security areas;
  • when assigned the role of System Security Officer, ensuring the definition, implementation and verification of security functional and assurance requirements of MOI-IT and OCC systems;
  • when assigned the role of Cyber Security Operations Officer, ensuring the effective implementation of security operations processes and services (such as security monitoring, incident response, and patch and vulnerability management);
  • managing, as Technical Officer/Technical Responsible, service contracts (such as Cybersecurity Operations Centre Services), ensuring service delivery in accordance with Service Level Agreements;
  • specifying technical and service requirements in support of space mission operations;
  • ensuring the implementation of the MOI-IT and OCC evolution roadmap and transfer to operations of new services and systems;
  • for OCC and MOI-IT-related projects, preparing and managing corresponding procurement activities with industry and acting as Project Manager;
  • ensuring the provision of MOI-IT and OCC services to support routine and critical mission operations including launch preparation services and the provision of a day-to-day interface with customers/missions;
  • maintaining, sustaining and evolving relevant OCC and MOI-IT services, systems and related facilities, including managing OCC-related cost centre and investment budgets;
  • steering and/or participating in working groups and governance bodies related to the evolution of the infrastructure and provided services;
  • ensuring compliance of the operations and services with the applicable security policies and the established QMS and ISMS process.

 
You will closely interface with all flight operations teams and mission managers at ESOC, with representatives of the Ground Systems Engineering and Innovation Department, the ESA Security Office, and ESA-internal services for facilities management corporate IT.

Education

A master's degree in a relevant domain is required for this post.

Additional requirements

Competences and working experience in a subset of the following areas would be an asset:

  • experience in a multi-disciplinary and multi-cultural environment;
  • design, planning and implementation of efficient, modern, ergonomic and reliable digital operations workplaces, including workplace ergonomics for 24/7 operations;
  • technical expertise in the areas of information and operational technology, including voice and video communication systems, video walls, KVM switches, cloud computing or platform services;
  • experience in cyber security operations;
  • experience in information security management;
  • experience with critical operations, preferably in ground facilities or spacecraft operations or an associated technical support field;
  • experience in business process analysis and design;
  • experience in risk management;
  • experience with applied continuous service and process improvement;
  • security-related certifications.

 
You should have strong results-oriented and planning capabilities, coupled with very good problem-solving skills and a pronounced customer focus. 
You should have good communication and negotiating skills, be able to work in a diverse team environment and demonstrate team leadership capabilities.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible to access technology and hardware which is subject to European and US export control regulations & security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
