Description
You will report to the Head of the Programme Consolidation Office (CSC-SFC) in the Future Programmes Division, Systems, Strategic Programme Lines and Technology Department, Directorate of Connectivity and Secure Communications (D/CSC).
The main role of the CSC-SFC is to consolidate connectivity ideas and initiatives from within ESA or industry, from a technical, financial and programmatic perspective, into fully scoped, budgeted and financed projects or programmes ready to be implemented by other teams within the Directorate.
Duties
Your tasks and responsibilities will include:
- consolidating project initiatives received, through Announcements of Opportunity or unsolicited, in the form of initial outline proposals from industry and assessing their business cases and technical viability;
- managing or supporting ESA prospective studies on mission concepts and end-to-end system architecture and other preparatory activities for new projects, such as requirements, architecture, design and cost, in support of the above or other ARTES workplans;
- interacting with all relevant stakeholders, such as industry, ESA delegations and ESA experts, in telecommunications systems involving terrestrial and satellite networks in order to prepare projects for implementation;
- preparing ESA tenders for conducting Phase 0/A/B activities with industry, encompassing the definition, design, development, integration, testing, validation and functional and performance pilots and trials;
- managing the execution of the preparatory activities (Phase 0/A/B) performed by industry;
- defending the creation of new projects in the relevant ESA programme boards;
- supporting integrated project reviews when required;
- coordinating the technical support required in the fields of expertise by other ESA organisational units, such as the Directorate of Technology, Engineering and Quality, as required to ensure the effective initiation and management of the activities.

A master's degree in a relevant engineering discipline is required for this post.
Additional requirements
Experience in the satellite telecommunications industry or direct experience of working with a commercial telecommunications operator would be a distinct advantage.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
