Northrop Grumman Space Systems Propulsion Systems is seeking a Director Programs 1 for NASA Programs Booster Obsolescence and Life Extension (BOLE).  The successful candidate for this position will execute continued development for the BOLE program with the successful onramp onto Artemis IX flight.  This is a program director position with profit loss responsibility for the SLS Booster Obsolescence and Life Extension, SLS SE&I Programs as well as several SLS fixed price control accounts.  Customer interface is with senior officials within NASA. The position is located in Promontory, Utah.  

Role Description and Responsibilities:

Program Execution

  • Director Programs 1 will be responsible for the continued development and management of the next generation man-rated booster through PDR, CDR, DCR and flight implementation. 

  • Manages the program(s) to deliver the expected financial, technology, and schedule performance. 

  • Work closely with NASA customer program leadership and engineering to obtain and execute to established program plan.

  • Lead by example to influence and execute the Insight Engagement Model with NASA and Northrop Grumman functional organizations. 

  • Demonstrated Program Team Management

  • Company- Customer key interface

  • Provide overall leadership and direction to the BOLE program team (to include coaching team members, resolving conflict, reviewing performance, and initiating corrective actions, if necessary)

  • Set role and performance expectations, and provide ongoing feedback and performance appraisals

  • Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively

  • Direct the performance of program functions (such as contract, finance, and VSET lead) 

  • Possess proven ability to lead program risk/opportunity management

  • Excellent leadership skills aligned with Northrop Grumman values

  • Demonstrates the importance of diversity, equity and inclusion and a strong culture of accountability and excellence

  • Execute programs successfully by managing safety, quality, schedule and cost (P&L responsibility)

  • Meet master program plans and schedules by identifying and assessing risks/opportunities, and initiating necessary corrective action

  • Balance the interests of the NASA customer, Northrop Grumman, and employees ensuring stakeholder objectives are aligned

  • Ability to represent NASA Programs Sr. Director from time to time in internal executive settings and external customer interchanges

  • Oversee capital expenditures for SLS and BOLE programs

  • Strong experience with EVMS and CAM responsibilities

  • Manage suppliers and subcontractors as would manage internal company functions.  Identify/set up teaming arrangements.

Technical Performance

  • Drive technical excellence by setting program standards, working closely with technical team, challenging threats, balancing risk/opportunities, and delivering performance

  • Oversee development/execution of technical scope of the BOLE program including data/analysis required to develop the design baseline

Business Development

  • Represent Northrop Grumman as a company bringing the Northrop Grumman message to the customer; and integrating knowledge of the spectrum of Northrop Grumman capabilities with understanding of customer needs to promote Northrop Grumman

  • Direct proposal preparation to ensure it meets Northrop Grumman’s business strategy, is compliant, responds to customer needs, and provides a proper base for successful negotiations and program performance

  • Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies

  • Have the capacity to understand people issues impacting the business

Basic Qualifications:  

  • Ten (10) years’ experience in leading organizations 

  • Previous relevant experience working in rocket motor/booster rapid development environments

  • A thorough knowledge of program management for development and production programs with an understanding of the NASA program/ budgeting process (desired), experience in developing requirements, program management experience, and a general understanding of the NASA acquisition process

  • Strong ability to influence teams and customers to align to best strategic path forward

  • Experience in cost control through continuous improvement, opportunity identification and execution and overall scope definition and control

  • Specific experience with NASA Booster Element Office is desired

  • Demonstrated ability to lead development team and lead program improvements with customer concurrence

  • Relevant experience at various levels of responsibility including any operational experience in SLS booster production, testing and flight

  • Financial system, business and strategy development experience 

  • Experience running proposals and delegations

  • Ability to travel ~1-2 times each month

Education and Experience Requirements

  • Bachelor Degree in Engineering (preferred) or Business

  • 15 years of directly applicable experience with strong preference in NASA/DOD related environment

  • Experience managing major programs or portfolio of programs in excess of $100M annual revenue strongly preferred

  • Demonstrated experience leading effective teams

  • Knowledge of financial systems

  • Demonstrated successful experience with fixed price contracts is strongly preferred

Salary Range: $181,000.00 - $271,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
