Duties
- Provide technical support to the Center Export Administrator (CEA), and interface with senior center management, other centers, NASA Headquarters, contractors, other government agencies, as well as program and project managers.
- Apply full range of subject matter methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented.
- Utilize a wide range of subject matter practices, laws, regulations, policies, and precedents and use a range of analytical methods to identify, evaluate, and recommend appropriate solutions.
- Provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
- Ensure laws and regulations governing these activities are controlled by the Department of State (ITAR) and the Department of Commerce (EAR).
- Prepare licensing requests for Center projects for CEA review, approval, and forward for processing by the Headquarters Export Administrator (HEA) or either the Departments of State or Commerce.
- Counsel Center officials and recommend whether a proposed export or transfer is in conformance with the EAR or ITAR and when appropriate, recommend to the CEA to suspend such activity pending resolution with the concerned offices or agencies.
- Maintain a thorough knowledge of current NASA policies and procedures, EAR and ITAR provisions, and requirements applicable to Center programs and activities, and assist in developing Center policy and procedures as appropriate.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Applying knowledge of the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) in an export compliance program;
- Analyzing export control regulations in relation to a given export compliance/control activity to provide recommendations to leadership; and
- Determining export jurisdiction and classification for physical items, technical information, and software.
