Job Overview & Responsibilities

United Launch Alliance (ULA) is seeking a skilled Subcontract Administration Specialist to support the General Procurement team at the ULA production facility in Decatur, AL. The primary role of this individual is to facilitate purchasing activities for acquisition of flight hardware required by the enterprise with a focus on integrated Supply Chain strategy and strategic sourcing analysis.

Responsibilities include:

  • Direct and manage all cost, schedule, and technical performance requirements levied on the subcontractor or the product family, ensuring performance in compliance with all technical requirements and contract milestones.
  • Brief ULA executive management and customers regarding subcontract status and issues affecting subcontract performance or cost.
  • Conduct and/or support program reviews with the subcontractor and ULA /Customer program offices.
  • Responsible for and directs all phases of the subcontract from engineering release through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability.
  • Make decisions affecting the performance of the subcontractor; establish milestone objectives, manage performance to committed schedules, and contractual specifications.
  • Assist in development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized components.
  • Work collaboratively within the team to develop and clearly communicate flight hardware requirements and expectations to suppliers, while optimizing value for ULA.
  • Prepare requests for quotes (RFQ) and proposals (RFP), conduct bidders’ conferences, analyze and evaluate supplier proposals, negotiate subcontract provisions, select subcontract source, create subcontract documents, and administer resulting subcontracts.
  • Negotiate and coordinate modifications to subcontracts.
  • Participate with Supply Chain Governance to ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard ULA business processes.
  • Coordinate with engineering, quality and finance as necessary to mitigate supplier performance risk and resolve supplier issues.

Required Education

Bachelor

Required Years of Experience

Minimum of 4 years of related work experience

Basic Qualifications

  • Bachelor’s Degree from an accredited college or university (Business or Supply Chain degree preferred)
  • Microsoft Excel experience with an understanding of advanced functions and pivot tables
  • Experience in Supply Chain, Procurement or Business Experience with purchasing policies, procedures, inventory and/or warehouse operations
  • Demonstrated proficiency in Enterprise Resource Planning Systems (SAP preferred)

Preferred Qualifications

  • Experience working in a manufacturing environment with multi-functional teams
  • Experience with both purchasing and material planning
  • Interpersonal and organizational skills, with the ability to navigate a dynamic environment
  • Ability to work proactively and independently with the demonstrated capacity to work in team environment
