Duties

The Manager, Vehicle Office:

  • Chairs the ISS Vehicle Control Board (VCB) required to manage and control vehicle development. The VCB provides the integration and decision forum for the ISS Program and institutional organizations to collectively bring together the expertise necessary for design, development, operations, and maintenance issue resolution for the ISS vehicle.
  • Manages the establishment of the ISS end-to-end integrated vehicle systems requirements, methods of verification, interface specification and design, modes of operation, and effectiveness parameters necessary to enable consistent development, installation, tests, and operation of each system.
  • Manages the integration of the ISS vehicle systems designs, utilizing information from the NASA institution, prime contractor, and International Partners to assure that the respective design implementations satisfy the required architecture and functionality.
  • Manages the requirements development and establishes flight integration and on-orbit use plans for Exploration-related technology demonstrations including advanced life support, crew health and exercise systems.
  • Responsible for integrating a Commercial Element (CE) to the ISS and Private Astronaut Missions, managing resources and constraints associated with this commercial work, integrating with the Commercial Low Earth Orbit Development Program where appropriate. Addresses technical and risk related issues associated with the integration of the CE into ISS including ownership of ISS requirements and certification plans, and support of CE design and development.
  • Works with other design and implementation teams to find cost-effective solutions to issues and problems related to vehicle systems architecture, performance, or functionality.
  • Directs the preparation of long-range plans, schedules, and budget estimates for the ISS integrated vehicle systems. Has authority to expend resources and to commit the Vehicle Office to a course of action within limitation of broad policy established by the ISS Program Manager.
  • Plans and organizes major briefings and Program reviews to top Program management, NASA Headquarters, International Partners, NASA Field Centers, and prime contractors regarding all aspects of the Program plans, status, procurement, resources, and technical issues.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience in programmatic planning and program performance management to control content, schedule, budget and acquisitions, risk, and cost drivers in a highly complex, operational human spaceflight program that has significant involvement with international and commercial Low Earth Orbit industry partners.

MTQ 2 - Demonstrated experience in the design, development, integration, certification, delivery, and operations of multiple human spaceflight systems such as advanced life support, thermal, power, structural, mechanical, and crew health systems.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
