Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Formulates and plans complicated multi-Center financial customer task agreements with the Mission Directorates in support of communications events, understanding the relationship between schedule, technical content, and associated cost.
Provides expertise requiring different and unrelated processes and methods essential to program planning and control ensuring that capabilities are applied to a broad range of activities and depth of analysis, utilizing advanced analysis software.
Develops and creates work involving isolating and defining unknown conditions, resolving critical problems, or developing new theories to complex business management situations that require strong negotiating skills.
Consolidates and manages risk for the enterprise across all NASA locations, understanding the impacts and associated connected links, participating in risk working groups, and presenting to management.
Analyzes financial information from NASA's accounting system and the contract management reporting tools, and formulates reports and presentations to appropriately communicate the ongoing status of task agreements.
Utilizes knowledge of NASA and financial operations to navigate operational transformation changes and implement agility in program planning and control while maintaining conformity to policy and Financial Management Regulations.

Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

Supporting the improvement of business practices, budgetary issues, or management processes or systems;
Gathering and organizing budgetary or business data to draw conclusions and make recommendations in accordance with organizational objectives;
Supporting the development of program strategies or reports and drafting briefings for presentation to management.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

Assessing and providing recommendations for the improvement of business practices, budgetary issues, or complex management processes and systems;
Gathering, organizing, and analyzing budgetary data and business information to draw conclusions, make recommendations, and take appropriate action to ensure alignment with organizational objectives;
Developing program strategies, policies, reports, or recommendations and briefing or presenting them to leadership.
