Northrop Grumman’s Space Systems sector is looking for a Program Manager 2 to support the Science & Robotic Exploration Operating Unit within the Civil Space Systems Business Unit. This position will serve as a Deputy Program Manager to the JPSS Program Director for NOAA’s Joint Polar Satellite System (JPSS) program as implemented by NASA/GSFC and is based in Gilbert, AZ. This program is in Phase C/D and the spacecraft(s) are in stages of spacecraft and satellite level integration and test. A successful candidate understands and has experience in space flight hardware/software implementation and proven fluency and competency to meet technical, cost and schedule performance. This is a primary leadership position for a high-value and highly visible US Government space operational system.

 

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

 

During the implementation phase, Program Managers are responsible for leading program execution through detailed design, manufacturing, integration and test, launch operations through to on-orbit commissioning of the satellite. Primary responsibilities are the management of cost, schedule, and technical performance of systems and subsystems and include, but are not limited to:

·         Maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

·         Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance

·         Measuring and reporting program performance

·         Delivering presentations to customers, executive management, and other program stakeholders

·         Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

·         Modifications of the program Statement of Work, and other documentation as required

·         Identification, distribution, tracking, and completion of program requirements

·         Establishment and management of the program and subordinate baselines

·         Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

·         Identifying, allocating and managing program resources, including workforce planning

·         Managing Government/customer supplied property or information (GFE, CFE, etc.)

·         Managing suppliers to meet program objectives

·         Adherence to all internal processes, policies, and applicable industry standards

·         Ensuring program team understand and adhere to contract scope, and manage change through control board activities

·         Development and adherence to master plans and schedules

·         Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

 

Basic Qualifications:

·         Bachelor’s degree (BA/BS) or higher in Systems, Electrical, Mechanical, Aerospace Engineering or a related field, plus 10 years of relevant experience – to include relevant experience as an individual contributor, and team leadership experience.

·         5+ years of experience in spacecraft development, assembly, or test, or in a related domain.

·         Experience with Earned Value Management (EVM) methodologies and tools (Earned Value Management System).

·         Excellent communication skills, presentation experience and the ability to work with a diverse community of engineers and managers to achieve the programmatic and technical goals.

·         History of direct customer interaction at the Program Management level

·         Strong skills in Microsoft Office programs including Word, Excel, MS Project, and PowerPoint

·         Domestic travel is periodically required up to 20% during certain program phases, e.g., launch operations

·         Must have the ability to work on-site at Gilbert, AZ Northrop Grumman facility.

 

Preferred Qualifications:

·         Technical experience in systems engineering, integration of space systems, with a broad understanding of complex and deep space observatories

·         Active Secret security clearance

·         Master’s Degree in technical or business management.

·         Prior experience on the NASA/NOAA civil programs

·         Prior/current Northrop Grumman experience.

·         Prior experience supporting Space programs/customers.

·         Self-Starter with excellent analytical, written and oral communication skills

·         Extensive program/product/subsystem management experience with strong technical background.

·         Experience managing an R&D portfolio.

·         PMP Certification

·         EVM Certification

·         Cost Account Management (CAM) experience

Salary Range: $131,200.00 - $196,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
